Lots which have grades flatter than <br />2% will require a certificate of. grading prior to the issuance of an occupancy <br />permit. A table needs to be added to the plan specifying the house type, minimum <br />floor elevation, lowest opening elevation, street centerline grade, and back yard <br />and front yard elevations. <br />. Documentation must be provided acknowledging that MnDot is in agreement that <br />the existing runoff rates flowing to the TH 47 right of way have been maintained. <br />. A yard drain accepting drainage from the rear yards of the lots north of the subject <br />plat is proposed to be discharged into a subsurface drainage system on lot 1 Block <br />l.It would be preferable to route this drainage into the catchbasin located 60 feet. <br />south f the plat on the east side of highway 47. <br /> <br />Utilities: All lots are proposed to be served by municipal sewer and water. Sewer and <br />water utilities are available adjacent to the plat, and both utilities will need to be extended <br />through the plat to provide service to the lots created. An existing sanitary sewer is <br />available to service the lots in the proposed plat. Sewer and water trunk charges will be <br />collected at the time of final plat. <br /> <br />Tree Preservation and Planting Plan: Both the tree preservation plan and landscaping <br />plan, dated November 1, 2006, are acceptable. Prior to any construction activity occurring <br />on site, tree save fencing must be installed and accepted by the City. The fencing must <br />remain in tact and in place until construction activities are complete. Once again, some <br />consideration should be given to additional landscaping along the western edge of Lot 5 <br />Block 1 since this lot is adjacent to Highway 47. The landscaping would buffer both noise <br />and dust generated by traffic. <br /> <br />Density Transition: As reported at the time of preliminary plat review, the sUQject <br />property is bounded on the north and east by low density single family urban lots and <br />density transitioning will not be required. <br /> <br />Wetlands: There are no wetlands contained within this plat. <br /> <br />Park Dedication: The Park Commission met on February 9, 2006 and recommended a <br />cash payment to satisfy park dedication requirements. The rate in effect at the time of final <br />plat approval will be charged. The 2007 rate is $2,475.00 per unit. The Commission also <br />directed Staff and the Developer to investigate the feasibility of a boardwalk conhection <br />from T.R. #47 trail to Waco Street, across City property and wetland. <br /> <br />Trail Fee: The plat will be subject to Trail Fees and they must be paid prior to release of <br />the final plat for recording. The rate in effect at the time of final plat approval will be <br />charged. The 2007 rate is $600.00 per unit. <br />
