<br />MEMORANDUM OF UNDERSTANDING <br />LELS Sergeants <br />Post Employment Health Care Savings Plan <br /> <br />Purpose <br /> <br />The purpose of this program is to help defray some of the costs of post employment health <br />insurance for retirees by using pre-tax dollars. <br /> <br />Effective Date <br /> <br />Participation in the Post Employment Health Care Savings Plan (PEHCSP) is available to <br />full-time benefit eligible employees who are members of the LELS Sergeants unit and who meet <br />the eligibility requirements described below on their termination date. <br /> <br />For the purposes ofthe PEHCSP, "termination date" is the last date an employee performed <br />services for the City, this includes but is not limited to the employee's retirement date. <br /> <br />Eligibility Requirements <br /> <br />In order to be eligible for the PEHCSP, all of the following requirements must be met at the time <br />of termination of employment: <br /> <br />1. The employee must have been continuously employed by the City of Ramsey since <br />January 1, 1979. There shall be no partial years and no aggregation of separate <br />periods of employment. <br /> <br />2. The employee must be a current member of the LELS Sergeants unit. <br /> <br />3. The termination of employment must be voluntary or the result of a lay-off. For the <br />purposes of the PEHCSP, "voluntary" means a choice by the eligible employee to <br />leave under circumstances where the employer would not otherwise be entitled to <br />discharge the eligible employee for misconduct. <br /> <br />4. Upon termination of employment the employee must ~ <br /> <br />a. Be receiving a retirement annuity from a Minnesota public pension plan other <br />than a volunteer fire fighter plan; <br />b. Be receiving a disability ann'ty om a Minnesota public pension plan other than <br />a volunteer fire fighter plan or <br />c. Have met the age and service requirements necessary to receive an annuity from a <br />Minnesota public pension plan other than a volunteer fire fighter plan. <br /> <br /> <br />-379- <br />
