The concept of business planning for a nonprofit requires meeting a dual-purpose bottom line.
Nonprofit organizations must be attentive both to acquiring enough money to operate the
organization effectively and efficiently and fulfilling their mission.

. Nonprofit "business" includes mission-related programs, products, or services that are
delivered at no charge or for a fee.

. Nonprofits can also deliver services or products for a fee that are unrelated to its mission. In
this situation, the nonprofit will enlist legal advisors to determine any tax consequences such
as unrelated business income, possible loss of tax exempt status, "commerciality doctrine"
issues, and others.

Feasibility Study

The City of Ramsey Foundation, Inc. will conduct a formal feasibility study/community survey in
calendar year 2007, our first full year of operation under an elected Board of Directors.

This feasibility study will be conducted through varied means, including, but not limited to,
forums, small group conversations, telephone calls, and other means.

The Foundation recognizes that the best determinant of success is the participation of Ramsey
citizens and businesses, and the best input and feedback is gained through forging personal
relationships, hosting forums and small discussions, and speaking with people via telephone or
in person. Mailings are costly and often ineffective as the return rate i.s generally low; however,
they may prove necessary as a follow-up or method to announce upcoming events/phone calls.

This work will allow the City of Ramsey Foundation, Inc. to hone. its directives and direction for
the coming calendar years, and provide a road map for grant writing and project support.

Initial Feasibility Assumptions

At this early stage, the City of Ramsey Foundation believes we can answer the following. basic
questions concerning the need for such Foundation within our community:

Target Market (Customers)
Our target market - our customers - is the citizens and businesses in the community of
Ramsey, Minnesota.

Does Market want Services...?

Foundation will provide?

Yes.
