The Foundation will deliver project goods and single forums/events in full at the time
promised, and will deliver over a series of weeks/months if the project entails a series of
classes/speakers for a given audience.

The Foundation will work with potential/nal1)ed Coaches/Group Leaders if we are
providing financial support to start a club/organization for children or another population
segment.

At the price for which you intend to provide -it?

Funding of projects deemed appropriate to the City of Ramsey Foundation's mission and
by-laws is a gift to the community and will be free of charge. This is driven by our
mission and purpose:

Our purpose is to foster strategies which provide financial support for projects to
benefit the citizens and community of the City of Ramsey in Minnesota. The
Foundation was formed to develop and sustain positive plans that may not be
funded or completed if they relied solely on gaining access to tax dollars.

Trends: Is the field growing? Do more people need and are buying this
product or service? What are the budget implications at this time? How will
the trends affect the organization's plan?

Yes. Because the City of Ramsey is projected to experience a minimum growth of 65%
over the next ten (10) years, we are guaranteed continuous target market growth in the
foreseeable future.

Growth will bring a change in population mix, developments, services needed,
demographic age and ethnicity/income, need for employment and transportation
improvements/access.

The Foundation's focus is on the economic development of the City of Ramsey and to
support agendas for the City when tax dollars are not available is a needed function. A
goal of such action is to lessen the burden on the City of Ramsey and to aid their
economic development plans for the good of the community.

The citizens of the community will benefit and funds used will not come from tax dollars,
but through donations and grants.

Measurement of trends and whether a product or service is needed (and
determining governmental propriety / budget implications) will vary by project.

If research shows that a project deemed appropriate by the Foundation Board of
Directors (Le., the proposed project meets the Foundation mission and By-Laws) is:

a. Provided by another organization, pass the need to that organization - do not
duplicate the work of that organization;

b. Needed, but in conflict with the City because it is a service they must, by charter and
law, provide, pass the need to the City and determine if the Foundation is able to
assist in some way that retains our nonprofit status and does not compromise City
action;

Ramsey Foundation Charter Business Plan 2006-07 _v1, Page 5 of 15
