6 <br />RAMSEY GARDEN CLUB <br />We hope you were able to make a trip to the Ramsey <br />City Offices to view the Holiday Tree. The 2nd annual <br />presentation was decorated by the City of Ramsey Garden <br />Club. This year's tree was cut from the front yard of city <br />residents Ester and Clayton Workman. The Black Hills <br />Spruce tree was planted seven years ago, originally purchased <br />from Rum River Tree Farm. <br />The decorations were dried flowers and plant <br />material picked from Garden Club members gardens. <br />Flower and plant material choices for color and <br />texture are considered in the Spring when club members <br />start planting. Picking and drying are done according to each <br />plant's harvest time. <br />If you have an interest in joining the Garden Club, <br />contact Ester Workman at 763 - 427 -6892. <br />HEAD START <br />Head Start is looking for children for our available <br />preschool programs. Head Start continues to be a free <br />comprehensive preschool program for lower income families <br />in our community. For an application or for more <br />information, please call 763-783-4300, TTY: 763-783-4724. <br />What the world really needs is more love and less paper work. — Pearl Bailey <br />DOG <br />REGULATIONS <br />The Ramsey City Council realizes that dogs are an <br />important part of the community in that they provide <br />companionship, recreation, and protection for many citizens. <br />The Council realizes that if not properly treated and controlled, <br />a dog may become a nuisance and a hazard to persons and <br />property. <br />One way the City controls dogs is through licensing. <br />The City limits two dogs per residence. Three or more dogs <br />requires either an administrative kennel license or a conditional <br />use permit. Call 763 - 427 -1410 and ask for the Community <br />Development Department for additional information on an <br />administrative kennel license and/or a conditional use permit. <br />City Code requires all dogs to be licensed. Licenses are <br />available, for a fee, from the City upon proof of rabies <br />vaccination (required once in every 24 -month period and <br />prior to the age of six months). Licenses are for a two -year <br />period. <br />The City of Ramsey sponsors a pet clinic in late <br />April of each year. At that time, dog licenses and vaccinations <br />are offered at a reduced rate. An owner or keeper of a dog <br />is required to keep the dog under control. The dog must be <br />in the custody of a person of sufficient age to adequately <br />control the animal at all times, whether the dog is on private <br />property or off the premises of the owner. The owner of a <br />dog found running at large is guilty of a misdemeanor. <br />Remember to take a scoop along when walking your <br />dog! Section 5.09.03, Subd. 19 requires any person who <br />owns or has custody of a dog to clean up dog excrement <br />and place it in the proper receptacle. <br />To protect citizens, no person may keep a dog that <br />howls, yelps or barks to the reasonable annoyance of another <br />person. The City's Police Department may request the <br />person to stop or prevent the annoyance, and if they refuse <br />to comply, a citation will be issued. If an officer needs to <br />stop the annoyance, the dog may be taken to the Animal <br />Pound. Any dog placed in the pound may be reclaimed by <br />the owner upon payment of the impoundment fee, plus <br />boarding fee. <br />LOWER RUM RIVER WATER <br />MANAGEMENT ORGANIZATION <br />The Lower Rum River Water Management <br />Organization meets on the third Thursday of each month at <br />8:30 a.m. in the Committee Room of Anoka City Hall to <br />discuss storm and surface water issues affecting Ramsey, <br />Anoka, Andover and part of Coon Rapids. The public is <br />welcome to attend. <br />
