2 CITY FEES Please remember that there are administrative fees that the City is permitted to charge. Many of the fees are related to construction activities, the sale of intoxicating beverages, business licenses, zoning applications, facility use and burning permits. Other administrative fees that the City charges include dog licenses, mailed agendas, City maps, notary services and photocopies of City documents. It is the horse owner/rider's responsibility to abate such nuisances. Please keep this in mind and be prepared to clean up after your horse while out riding. RAMSEY CITY COUNCIL ADOPTS ) 2005 GENERAL FUND BUDGET The City of Ramsey adopted the 2005 Operating Budget for the General Fund on Tuesday, December 14,2004. The City continues to be committed to providing citizens and property owners outstanding City services, while emphasizing cost efficiency and effectiveness. These services enhance the quality of our lives and also ensure that Ramsey home values continue to grow. A few of the services provided by the City include: Snow plowing, street cleaning and maintenance Police and fire protection Use of City parks and trails Compliance monitoring of City Codes Community planning and zoning Economic Development The General Fund The General Fund accounts for the main operating expenditures for the City of Ramsey. Total expenditures increased 13.11% from $7,785,449 (adopted 2004) to $8,806,0 17 (adopted 2005). The General Fund includes General Government, Public Safety, Public Works, and Parks and Recreation. General Government General Government consists of the following functions: Mayor and Council, Administration, Elections, Finance, Assessing, Legal, Data Processing, Newsletter, and General Government Buildings. Descriptions of the major functions follow: Mayor and Council is the policy mal(ing body of the City. It is the responsibility of the Mayor and Council to implement the power of the City as prescribed by State Statute and City Charter. Administration is responsible for implementing policies and directives as established by the City Council. The department is responsible for the administration of general or multi-department organizational activities and also provides for the coordination of information to the public. In addition, the department coordinates all personnel functions. Finance is responsible for the fiscal management, processing and maintaining all accounting transactions for the City. These include, but are not limited to, financial policies and procedures, audit, budget, borrowing and investment activities. Assessing is contracted through Anoka County. The County is responsible for the equitable valuation and classification of all properties within the City. Legal accumulates expenditures associated with general and prosecution fees paid to legal counsel for all of the City's legal affairs. Planning and Zoning performs functions relative to land use, planning, development plan review, redevelopment, economic development, zoning, and code enforcement. Data Processing reports all computer-related costs, including maintenance and capital outlay for all of the City's computer systems.
