Please keep this in mind <br />and be prepared to clean up after your <br />horse while out riding. <br /> <br /> <br />RAMSEY CITY COUNCIL ADOPTS <br /> <br />) 2005 GENERAL FUND BUDGET <br /> <br />The City of Ramsey adopted the 2005 Operating Budget for the General <br />Fund on Tuesday, December 14,2004. <br /> <br />The City continues to be committed to providing citizens and property <br />owners outstanding City services, while emphasizing cost efficiency and <br />effectiveness. These services enhance the quality of our lives and also ensure <br />that Ramsey home values continue to grow. A few of the services provided <br />by the City include: <br />Snow plowing, street cleaning and maintenance <br />Police and fire protection <br />Use of City parks and trails <br />Compliance monitoring of City Codes <br />Community planning and zoning <br />Economic Development <br /> <br />The General Fund <br />The General Fund accounts for the main operating expenditures for <br />the City of Ramsey. Total expenditures increased 13.11% from $7,785,449 <br />(adopted 2004) to $8,806,0 17 (adopted 2005). <br />The General Fund includes General Government, Public Safety, Public <br />Works, and Parks and Recreation. <br /> <br />General Government <br /> <br />General Government consists of the following functions: Mayor <br />and Council, Administration, Elections, Finance, Assessing, Legal, Data <br />Processing, Newsletter, and General Government Buildings. Descriptions of <br />the major functions follow: <br />Mayor and Council is the policy mal(ing body of the City. It is the <br />responsibility of the Mayor and Council to implement the power of the City as <br />prescribed by State Statute and City Charter. <br />Administration is responsible for implementing policies and directives <br />as established by the City Council. The department is responsible for the <br />administration of general or multi-department organizational activities and also <br />provides for the coordination of information to the public. In addition, the <br />department coordinates all personnel functions. <br />Finance is responsible for the fiscal management, processing and <br />maintaining all accounting transactions for the City. These include, but are not <br />limited to, financial policies and procedures, audit, budget, borrowing and <br />investment activities. <br />Assessing is contracted through Anoka County. The County is <br />responsible for the equitable valuation and classification of all properties within <br />the City. <br />Legal accumulates expenditures associated with general and <br />prosecution fees paid to legal counsel for all of the City's legal affairs. <br />Planning and Zoning performs functions relative to land use, planning, <br />development plan review, redevelopment, economic development, zoning, and <br />code enforcement. <br />Data Processing reports all computer-related costs, including <br />maintenance and capital outlay for all of the City's computer systems. <br />Continued on Page 3 <br /> <br />Love is a flower, friendship, a sheltering tree. - Anonymous <br />
