9.11.04 Home Occupations. In order to provide peace, quiet, and domestic <br />tranquility within all residentia! neighborhoods within the City, and in order to guarantee <br />to all residents freedom from excessive noise, excessive traffic, nuisance, fire hazard and <br />other possible effects of commercial uses being conducted in residential areas. <br /> <br />Subdivision 1. Home Occupations Exempt from Permit Requirements <br /> <br />Permitted Home Occupations shall not be conducted in any building <br />on the premises other than the building, which is used by the occupant <br />as the private dwelling; and, furthermore, not more than one room may <br />be used for such purpose. <br /> <br />b. No interior or exterior business signs shall be permitted unless <br /> otherwise permitted in Section 9.20 Zoning Districts. <br /> <br />There shall be no exterior evidence of the home occupation such as <br />displays, exterior storage of business equipment, materials, <br />merchandise, inventory or heavy equipment. <br /> <br />d. No one other than residents of the dwelling shall be employed in the <br /> conduct of a home occupation. <br /> <br />The home occupation operation must be conducted entirely by <br />personal computer, phone, mail, shipment, or delivery of merchandise, <br />and such deliveries must not generate vehicular traffic within the <br />neighborhood in greater volume than would normally be expected in a <br />residential district and shall not restrict traffic circulation. <br /> <br />f. Off-street parking in accordance with section 9.11.10 Off-Street <br /> Parking. <br /> <br /> Subdivision 2. No Principal or Accessory Home Occupation shall be <br />permitted without the prior issuance of a Home Occupation Permit. <br /> <br />Subd. 3. Principal Dwelling Home Occupations <br /> <br />Principal occupations shall not be conducted in any building on the <br />premises other than the building, which is used by the occupant as the <br />private dwelling, excludes any attached accessory structure. <br /> <br />b. An applicant for a home occupation permit must reside at the location <br /> of the proposed home occupation. <br /> <br />c.
