EXHIBIT C ' <br /> <br />CITY OF RAMSEY <br />DEVELOPMENT PERMIT · <br />PANTHER INVESTMENTS <br /> <br />On February 23, 2003, Site Plan approval was granted by the CiTM of Ramsey ("City") to Panther Investments, a <br />Minnesota partnership, ("Permittee',) to construct a 32,805 square foot offiCe., manufacturing and warehouse <br />facility ("Structure") on the property which is legally&scribed as followS! <br /> <br />Lot 3, Block 1, SUNFISH LAKE BUSINESS pARK, Anoka County, Minnesota ;("Site"). · <br />This approval is issued pursuant to §9.03..06 of the City Code. The conditions of this approval are as-follows: <br /> <br />1. STRUCTURE. All building plans must be prepared and certified by a registered engineer· or architect. <br /> <br />2. STATE BUILDING CODE COMPLIANCE. The structures shall be constructed in accordance with <br /> the requirements of the State Building Code. . . <br /> <br />3. SITE PLAN COMPLIANCE. The structures shall be Sited and constructed on the Site as shown on <br /> the Site Plan prepared by , dated , <br /> 2003, revised ,2003. <br /> <br />4. All site grading and drainage Shall be subject to approval :by the. City <br /> <br />'d. <br /> <br />SITE PREPARATION. <br />Engineer. <br /> <br />REQUIRED IMPROVEMENTS. The Permittee shall construct and install 'the folloWing site <br />improvements on the Site in accordance with the specifications and location as shown' on the Site Plan. <br />The Required Improvements are as follows: <br /> <br />a. Site grading and permanent erosion control in accordance with the approved Grading .Plan <br /> prepared by , dated ,2003. <br />b. Installation of bituminous driveways, parking lots and maneuvering areas. <br />c. Installation of B-6/12 continuous concrete-curbing around the Perimeter of all <br /> bituminous surfaces. <br /> Establishment of turf in areas disturbed during construction. <br /> Landscaping in accordance with the LandScaPe Plan prepared by' , <br /> dated ,2003. <br />("Required Improvements") <br /> <br />INSPECTION FEES. The DEVELOPER shall be responsible for alt inspection costs' incurred by the' <br />City related to the installation of the Required Improvements. The DEVELOPER Shall make a Cash <br />deposit into the appropriate escrow account at the City and the City shall have the authority to draw <br />upon these funds for the purpose of compensating for inspection serVices: The amount of the deposit. <br />shall be equal to five percent (5%) of the estimated cost of the ReqUired Improvements or <br /> This is to cover the cost of inspecting the storm sewer construction and site grading <br />which discharges into the city-owned detention pond for erosion control observations and connection to <br />Ci'ty utilities. Upon completion of the Improvements to the satisfaction of the City, any surplus balance <br />remaining in the City's escrow account shall be refunded to the DEVELOPER. <br /> <br />o <br /> <br />1'5 <br /> <br /> <br />
