Position Title: GIS Technician II <br />Justification: The city's current Geographic Information System (GIS) system contains only <br />basic information, and the data within it is maintained by staff across multiple departments, and <br />supplemented by 100 Logis Staff hours as part of the Logis offering to which the City subscribes. <br />The funding required in 2027 for the curent Logis software and support will be $63,000. The time <br />spent by staff, who often lack the time or specialized expertise needed to build and sustain the <br />robust layers required for a fully functional GIS, as well as Logis, has barely met the City's <br />minimum needs. Data is slow to be entered or updated, if it ever gets entered at all. Even with staff <br />manually entering and updating fundamental data as they are able, it's not enough to catch up with <br />these basic needs, let alone improve or add onto them. <br />Staff in several departments are diverted from higher -value tasks (their areas of expertise), <br />including: <br />O Police — crime analysis and mapping <br />• Engineering and Public Works — pavement management, street construction, street <br />signage, snowplow routing, stonnwater management, and utilities <br />• Planning — mapping Emerald Ash Borer impacts, boulevard tree inventories, and related <br />environmental data <br />Description: The GIS Technician II will be responsible for developing, operating, and <br />maintaining the city's GIS system. This role will gather existing information, build and maintain <br />data layers, and organize all city data within a centralized platform. By doing so, the GIS <br />Technician II will ensure that accurate, up-to-date information is readily available to all <br />departments for daily operations and long-term planning. <br />History: As the city has grown, staff have focused on building infrastructure and adding <br />personnel to support that growth. Developing a fully functional GIS system was not a priority <br />during that period. However, modern GIS platforms are complex tools that capture, store, and <br />analyze large volumes of spatial information capabilities that require dedicated expertise to <br />build and maintain. <br />Positio Title: Streets Mainte a ce Worker <br />Justification: Requesting an additional Streets Maintenance Worker to keep up with the City's <br />growing population and demands to maintain the FTE per resident to 1,445. With the newly <br />adopted Stonnwater Maintenance Policy, the need for another employee will be warranted to <br />keep up with the additional workload. In 2025, the Streets Department spent 3,191.50 total hours <br />working on stormwater maintenance and is expected to increase as we continue the adoption <br />process. <br />Description: One New Streets Maintenance Worker <br />
