Commissioner Musgrove stated that she would be in favor of the decision that works best for <br />businesses in the city. <br />Chair Gengler referenced the B-3 district and asked for more information on why the restrictions <br />for location and minimum lot size are different for different zoning districts. <br />Planning Manager Larson explained that the B districts are retail-focused, while the I districts are <br />industrial. He explained that garden centers are in B-3 and often have displays in the front. <br />Commissioner Bauer stated that, currently, Wildlife Research is nonconforming and asked if there <br />are other nonconforming businesses in the same district. He asked the size of those lots. <br />Planning Manager Larson commented that there are several nonconforming properties, some one- <br />acre in size. He commented that some businesses do a good job keeping their outdoor storage tidy, <br />while others do not. He recognized that a lot of this comes down to aesthetics, as many businesses <br />want to keep their property looking good and do not want to see other businesses impacting their <br />investment. <br />Commissioner Bauer asked if the nuisance ordinance could be used for the enforcement of the lots <br />that do not have tidy outdoor storage. <br />Planning Manager Larson commented that would depend, as some of those businesses are very <br />old, and therefore, if they continue to operate as previously allowed, enforcement would not be <br />available. <br />Chair Gengler asked if a Conditional Use Permit could be used for smaller lots to ensure the proper <br />conditions are being met. <br />Planning Manager Larson confirmed that tool is already used for that purpose. <br />Chair Gengler believed that would be an appropriate tool, especially if they consider allowing <br />outdoor storage on smaller lots. <br />Citizen Input <br />No corni'nents. <br />Motion by Commissioner Bauer, seconded by Commissioner Lubarski, to close the public hearing. <br />Motion Carried. Voting Yes: Chairperson Gengler, Commissioners Bauer, Lubarski, Allshouse, <br />Musgrove, and Sanoe. Voting No: None.
