Councilmember Peters asked whether the oddly shaped property below the parcels being discussed <br />is vacant or owned by the property to the south. <br />Planning Manager Larson replied that is owned by the property to the south. <br />Cornrnissioner Musgrove referenced other zoning districts without minimum size requirements or <br />a minimum of one acre, noting that she would seem to support a one-acre minimum. She asked if <br />there would be any input from staff on whether that would be advisable. <br />Planning Manager Larson stated that staff do not have strong feelings one way or another. He <br />provided additional input on the different types of businesses found in each district. <br />Commissioner Musgrove asked if a one-acre minimum would help City staff with the ability to <br />enforce the Code. <br />Planning Manager Larson agreed that it would make things easier. He stated that they do not have <br />too many requests from small businesses asking for outdoor storage. He stated that the proposal <br />to reduce from five acres to four acres was to accommodate this situation being discussed. <br />Commissioner Musgrove wondered if it would be better to look more holistically and make a <br />change that would be of greater impact to prevent this situation, where a business would need to <br />request that the minimum size be reduced again. <br />Commissioner Allshouse stated that he would be concerned that there could potentially be a lot of <br />businesses that could have storage units outside of their businesses if the lot size is reduced to one <br />acre. He believed that four acres would provide more control. <br />Commissioner Musgrove commented that other parameters would guide that, and abusiness would <br />still need to go through the review process for a Conditional Use Pernnit. She stated that, for the <br />most part, businesses also want their property to look good. <br />Chair Gengler asked the average size of lots within the I-1 district. <br />Plaruiing Manager Larson replied that lot sizes vary within that district, although the typical lot <br />size is within the two to three acre range, while there are some one-acre in size or less, and some <br />that are much larger. <br />Commissioner Bauer stated that he would support reducing it to one acre with a condition that <br />includes maintaining a sightly appearance to ensure it does not become an allowance for a junk <br />pile. <br />Comtnissioner Musgrove agreed. <br />Planning Commission/ June 25, 2026 <br />Page 4 of 6
