Voting No: None. <br /> <br />6.02: PUBLIC HEARING: Adopt Resolution #26-159 Approving the Modifications to the <br />Development Program for Development District No. 1 and Establishing Tax <br />Increment Financing District No. 20 (Trident) Within Development District No. 1 <br />and Approving the Tax Increment Financing Plan Therefor; Approving a <br />Development Agreement and Authorizing an Interfund Loan <br /> <br />Presentation <br /> <br />City Administrator Hagen presented a request to establish Tax Increment Financing (TIF) <br />District No. 18-1 to support construction of the Trident senior housing development. He noted <br />that Jason Aarsvold with Ehlers, along with Roger Fink from Trident Development, was in the <br />audience to answer questions. <br /> <br />Public Hearing <br /> <br />Mayor Heineman opened the public hearing and invited public comments. <br /> <br />Citizen Input <br /> <br />No members of the public requested to speak. <br /> <br />Motion by Councilmember Peters, seconded by Councilmember Olson, to close the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Heineman, Councilmembers Buscher, Olson, Peters, Riley, <br />Specht, and Stewart. Voting No: None. <br /> <br />Council Business <br /> <br />Mr. Roger Fink, Trident Development, addressed the City Council. He thanked the Council for <br />considering the resolution and complimented staff on its presentation of the development plan. <br />He had no additional comments but remained available to answer questions. <br /> <br />Councilmember Riley asked for procedural guidance on making a motion. He said he wanted to <br />approve the resolutions creating the Tax Increment Financing district, establishing the district, <br />and authorizing the interfund loan, but exclude the proposed development agreement from the <br />motion. He asked whether simply omitting the development agreement from the motion would <br />accomplish that. <br /> <br />City Attorney Johnson explained that the motion could approve Resolution 26-159 with <br />amendments removing all references to the development agreement. She explained the <br />amendments would strike the final “Whereas” clause referencing the development agreement, <br />remove the reference to approving the development agreement from the resolution title, and <br />City Council /July 14, 2026 <br />Page 5 of 10 <br /> <br />
