Motion by Councilmember Riley, seconded by Councilmember Specht, to adopt Resolution #26- 159, Approving the Modifications to the Development Program for Development District No. 1 and Establishing Tax Increment Financing District No. 20 (Trident) Within Development District No. 1 and Approving the Tax Increment Financing Plan Therefor; Approving a Development Agreement and Authorizing an Interfund Loan and Removing All References to Approvement of the Development Agreement. Motion carried. Voting Yes: Mayor Heineman, Councilmembers Buscher, Olson, Peters, Riley, Specht, and Stewart. Voting No: None. 7. COUNCIL BUSINESS 7.01: Consider Adoption of Resolution #26-158 Approving Purchase Agreement, Right- of-Re-Entry Agreement, LAHA Funds and Sale of Outlot B, COR Stone Brook Academy Elevate Hope House for Mixed-Use Project City Administrator Hagen introduced a request regarding the Elevate Hope House development, a mixed-use project combining affordable housing with a community coffee shop and supportive services. He noted that Melinda McDermott, who works with Elevate Hope House, was in the audience. Ms. Melinda McDermott thanked the Council for considering the proposal and expressed appreciation for the City's support throughout the planning process. She explained that Gather would expand Elevate's mission of helping young mothers transition from crisis to independent living by providing affordable housing for program graduates who have achieved self- sufficiency and are raising their families in the community. Ms. McDermott described Elevate's existing programs, including a shared housing model that supports mothers for up to two years and an affordable housing model for graduates who have completed the program and secured stable employment. She said a third home, Carol's Place, is scheduled to open this fall and will provide housing for up to six mothers and their children. Ms. McDermott explained that the proposed Ramsey project would include affordable apartments on the upper level for program graduates who continue to meet income qualifications. The first floor would serve as a community gathering space offering coffee, meeting areas, tutoring opportunities, space for local artisans and cottage bakers, and partnerships with community organizations. She said the goal is to create a welcoming community hub that supports both local families and small businesses.
