Ms. McDermott explained that Elevate has completed previous projects by partnering with multiple contractors and community organizations. She said two members of Lennar Construction recently joined the organization's board and have provided valuable guidance throughout the development process. While Lennar is considering serving as the general contractor for the Ramsey project, no agreement has been finalized. Ms. McDermott noted that Lennar contributed approximately $200,000 toward the organization's most recent $500,000 housing project, helping reduce construction costs to about $248,000 through donated labor and materials. She added that Lennar has worked collaboratively with more than two dozen trade partners, including businesses from Ramsey, emphasizing a community partnership approach rather than focusing solely on its own involvement. She said that the collaborative model is one they hope to continue using in future projects. Motion by Councilmember Peters, seconded by Councilmember Buscher, to adopt Resolution #26-158 Approving Purchase Agreement, Right-of-Re-Entry Agreement, LAHA Funds and Sale of Outlot B, COR Stone Brook Academy Elevate Hope House for Mixed-Use Project. Councilmember Buscher thanked Ms. McDermott for bringing the project to Ramsey, calling it a valuable opportunity for the community. She said the proposed gathering space aligns with the Council's ongoing discussions about creating more places where residents can connect and build community. She also expressed appreciation for Elevate's work supporting young mothers and helping strengthen families and the community. Councilmember Olson expressed support for the proposal, saying he was excited about the project and that he believed it would be a positive addition to the city. He said it would provide meaningful assistance to residents in need while creating another asset for the Ramsey community. Mayor Heineman expressed his support for the proposal, saying Gather is a great organization doing important work. He welcomed the organization to Ramsey, said he looks forward to partnering with them, and expressed enthusiasm for the positive impact the project will have on the community. Motion carried. Voting Yes: Mayor Heineman, Councilmembers Buscher, Olson, Peters, Riley, Specht, and Stewart. Voting No: None. 7.02: Adopt Resolution #26-161 Accepting Bids and Awarding Contract for Riverside West Street Reconstruction, Improvement Project #26-06 City Engineer Hafedh Hlel presented the bid results for the Riverside West Street Reconstruction Project, explaining that the project is part of the City's long-term pavement management and infrastructure replacement program. Motion by Councilmember Riley, seconded by Councilmember Olson, to adopt Resolution #26- 161 Accepting Bids and Awarding Contract for Riverside West Street Reconstruction, Improvement Project #26-06.
