Motion carried. Voting Yes: Mayor Heineman, Councilmembers Buscher, Olson, Peters, Riley,
Specht, and Stewart. Voting No: None.

7.03: Introduce Ordinance #26-12 Code Amendment Pertaining to Outdoor Storage
Performance Standards in the I-1 Zoning District

Community Development Director Hanson presented proposed amendments to the City's
outdoor storage ordinance.

Councilmembers discussed how the ordinance balanced the operational needs of businesses with
neighborhood appearance and compatibility.

Councilmember Stewart asked whether the revised language would make enforcement more
consistent and reduce confusion among property owners.

Ms. Hanson responded that the amendments were specifically intended to improve consistency
by establishing clearer standards that would be easier for both businesses and City staff to
understand.

Mayor Heineman observed that well-written ordinances benefit everyone by creating predictable
expectations while reducing the likelihood of disputes over interpretation.

Councilmember Stewart stated that she would vote against the proposal because it reduces the
minimum lot size requirement from five acres to one acre. She said that while she does not
anticipate immediate issues, she believes the change could create future problems with outdoor
storage and other land-use concerns.

Motion by Councilmember Peters, seconded by Councilmember Olson, to Introduce Ordinance
#26-12 Code Amendment Pertaining to Outdoor Storage Performance Standards in the I-1 Zoning
District.

A roll call vote was performed:

Councilmember Buscher aye
Councilmember Riley aye
Councilmember Stewart nay
Councilmember Olson aye
Councilmember Specht aye
Councilmember Peters aye
Mayor Heineman aye

Motion carried.
City Council /July 14, 2026
