Councilmember Hendriksen noted that the fencing was not included in the specifications at all. <br /> <br />Councilmember Kurak inquired as to where should that have been caught. <br /> <br />City Engineer Jankowski replied that the omission of the fence was a gross error on the part of <br />RLK, but noted that State Aid missed the specifications as well as himself. <br /> <br />Councilmember Hendriksen inquired as to the total engineering costs the City has paid to RLK <br />for the project. <br /> <br />City Engineer Jankowski replied that he would get that information and report back to the <br />Council. <br /> <br />Case #3: <br /> <br />Consider Authorizing Construction of a Mezzanine in Water Tower No. 2 A <br />Change Order to Project #99-64 <br /> <br />City Engineer Jankowski stated that during the design of Water Tower No. 2 it was anticipated <br />that there would be a future demand by telecommunication providers to install antennas on and <br />associated equipment within the structure. Storage of off-season City equipment within the base <br />of the tower was the desired usage of the ground space within the base of the tower structure. <br />Design of the structure anticipated a mezzanine would be constructed to house the <br />telecommunication equipment associated with the antennas. Verizon has approached the City to <br />install the first such antenna on Water Tower No. 2. A proposal from CB&I Water (the company <br />currently under contract for the construction of the tank) was presented to the Committee for the <br />construction of a mezzanine floor structure. The cost of CB&I work would be $115,307. The <br />total cost would include an additional $5,000 for inspection and project observation by AEC <br />Engineering, Inc. Construction of the mezzanine could be complete within about 90 days from <br />the time of authorization. The mezzanine could accommodate enough space for four or five <br />carriers. It was noted the on August 7, 2001, the Planning Commission recommended approval <br />of a structure to Verizon telecommunication equipment outside of the water tower. Staff <br />recommended that the Committee authorize entering into this proposal as a change order to the <br />existing contract contingent upon Verizon entering into an agreement with the City to construct <br />their facility with mezzanine and paying a proportional share of the total project cost (estimated <br />to be 20 to 25 percent of the total cost). <br /> <br />Councilmember Hendriksen inquired if staff knew the cost or the fee of what the <br />telecommunication companies would pay for locating on the water tower. <br /> <br />City Engineer Jankowski replied that staff proposal would be that the telecommunication <br />companies would pay their proportional share of the cost of the mezzanine, plus pay a rent of <br />$24,000 per year. <br /> <br />Councihnember Kurak inquired if it would be possible for one telecommunication company to <br />take up the entire mezzanine level. <br /> <br />Public Works Committee/August 21, 2001 <br /> Page 5 of 11 <br /> <br /> <br />
