banks in a community reflects wealth and stability; therefore, cities with more banks tend to have <br />more restaurants and retail. <br />Commissioner Musgrove commented that she does not want to restrict development of businesses <br />but wants to ensure there is room for the type of retail that is desired. <br />Commissioner Bauer commented that his goal is for Ramsey to be a destination community and <br />the proposed additions would bring people in. He referenced a recent news segment featuring the <br />splashpad, which was mentioned as a destination. He stated that destinations that bring people in <br />will also attract other retail and restaurant uses. He noted that the goal is to create things that give <br />people a reason to come to Ramsey. <br />Commissioner Musgrove commented that she does not disagree that they want people to come to <br />Ramsey. She noted that a movie theater is restricted to one area of The COR, as is a religious <br />institution, and wondered if the same should apply to banks and event centers. She believed that <br />a veterinarian clinic would be an asset to the community. <br />Chairperson Gengler stated that COR one and two are in the center while three and four are <br />residential, or residential -adjacent. <br />Planning Manager Larson commented that the development design standards dictate the type of <br />development that can occur in those areas and provided examples. <br />Chairperson Gengler stated that they are not saying that these are the businesses they are looking <br />for, but align the uses that already exist or have been approved. She did not believe that listing a <br />bank as permitted is going to suddenly attract seven banks to The COR. She noted that there are <br />many business types listed that have not developed even though they have been permitted for <br />years. <br />Motion by Commissioner Allshouse, seconded by Commissioner Lubarski, to recommend that <br />City Council adopt Ordinance #26-16, Amending Chapter 106 (Zoning Code) and the COR <br />Framework Pertaining to Principal Uses in the COR Zoning Districts. <br />Further discussion <br />Commissioner Musgrove stated that she is going to vote against this as she believes that they could <br />add restrictions that would provide more guidance on where uses are allowed. <br />Motion Carried. Voting Yes: Chairperson Gengler, Commissioners Allshouse, Lubarski, Bauer, <br />Cochrane, and Sanoe. Voting No: Commissioner Musgrove. Absent: None. <br />Motion by Commissioner Lubarski, seconded by Commissioner Musgrove, to table the remainder <br />of Ordinance #26-16, Amending Chapter 106 (Zoning Code) and the COR Framework to the next <br />meeting. <br />Further discussion <br />Planning Commission/ July 23, 2026 <br />Page 8of10 <br />
