<br />Case #2 <br /> <br />Consider Modifications to the Municipal State Aid System <br /> <br />Background: <br /> <br />Staff reviewed the existing MSA system with the Committee and proposed the addition of a new <br />segment, 173rd Avenue (County Highway 63) between Annstrong Blvd and Variolite Street to <br />the City's MSA system. In order to have sufficient mileage available to be able to add this <br />segment in it will be necessary to remove 0.45 miles from the current system. An opportunity to <br />obtain this needed mileage is available by removing this amount of mileage by revoking the <br />MSA designations on portions of 142nd Avenue and Traprock Street. This route has been a MSA <br />. route since the 1980's, but is no longer consistent with the Comprehensive Plan since this route <br />runs through what is now planned to be a regional County Park. It will be necessary for the City <br />Council to pass a formal resolution requesting system modifications prior to May 1, 2007 in <br />order for any new additions to be included in the next round of needs determination which will <br />increase the City's MSA funding. <br /> <br />Motion to recommend to City Council that the proposed MSA system modifications be <br />forwarded to MnDOT for incorporation into the City's State Aid System. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #3 <br /> <br />Review 2007 Storm Sewer Improvements <br /> <br />Background: <br /> <br />The City reviewed the drainage conditions within the areas scheduled for work associated with <br />the annual street maintenance program. The Public Works department has identified a list of <br />locations, which should be investigated for drainage improvements within this year's projects. In <br />addition, several problem areas were reported to staff as a result of the resident meeting, which <br />was held on January 31, 2007. Two additional .improvements which should be considered in <br />conjunction with this year's street program include installing temporary cul-de-sacs at the ends <br />of streets that are planned for future extensions. <br /> <br />Staff will investigate each of these potential storm sewer improvements to prepare an estimate of <br />the cost. The cost of the storm water related improvements will be financed from the Storm <br />Water Utility. The work associated with the cul-de-sac improvements will be performed by the <br />Public Works Department and be financed as a portion of the street maintenance program <br />preparatory costs. <br /> <br />Action: <br /> <br />No action is required by the Committee, a public hearing was held on February 13th. <br /> <br />-154- <br />
