On Tuesday, February 13, 2007, City staff and AFSCME reached tentative
agreement on a one year labor agreement. Ms. Nelson reviewed the following terms and
conditions that have been tentatively agreed to:

Wages:

Insurance:

Boot Allowance:

Funeral Leave:

Holiday Pay:

Duration:

On-Call Policy:

2007-3% plus applicable step increases

2007: Aware Gold Single: $437.50 VEBA Single: $442.60*
2007: Aware Gold Family: $679.00 VEBA Family: $685.00*

*Note that these contribution amounts include the applicable monthly fees
for the City's VEBA plans.

For Building Maintenance Workers

Up to three consecutive days twice annually (a maximum of six days) for
the death of an immediate family member.

Employees may take compensatory time-off in lieu of taking premium pay
for hours worked on approved holidays.

1 year

The Public Works Director and Assistance Director have proposed - and
AFSCME has accepted - the On Call Policy based on the Department's
current needs. This policy will address on a more formal basis the call-
back needs that will occur, such as for utilities and streets. The policy lays
out the terms and conditions. One piece staff felt was important is that
this policy will bring someone in to do well checks and lift station checks
on weekends and holidays to get ahead of a problem if it should exist.

Interim City Administrator Nelson stated staff recommends Council approve the listed changes
to the City's labor agreement with AFSCME. The new contract will be effective January 2007-
December 2007.

City Council I February 13, 2007
