Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #26-226 <br />RESOLUTION APPROVING A DEVELOPMENT AGREEMENT FOR <br />HARLOW BECKETT ENTERPRISES <br />WHEREAS, Ms. Natalie C. Dewey of Harlow Beckett Enterprises properly applied for Final Plat <br />(Minor Plat) and Conditional Use Permit approval of the property generally located southwest of Sunwood <br />Drive NW and Ramsey Boulevard NW and legally described as: <br />Lot 1, Block 1, COR Seven, Anoka County, Minnesota; and <br />(the `Subject Property'); and <br />WHEREAS, the City Council reviewed and approved the Final Plat of COR Seven and a <br />Conditional Use Permit for a restaurant with a drive-thru, both on September 8, 2026, through Resolutions <br />#26-211 and #26-186, respectively; and <br />WHEREAS, the plat and conditional use permit are subject to a Development Agreement <br />guaranteeing on- and off -site improvements are installed in a timely manner; and <br />2026. <br />WHEREAS, the City Council reviewed the proposed Development Agreement on October 13, <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: That the Ramsey City Council hereby <br />approves the Development Agreement for Harlow Beckett Enterprises in conjunction with COR Seven and <br />the Conditional Use Permit and authorizes the Mayor and City Administrator to sign it. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember , and <br />upon vote being taken thereon, the following voted in favor: <br />and the following voted against the same: <br />and the following abstained: <br />and the following were absent: <br />Where upon said resolution was declared duly passed and adopted by the Ramsey City Council this 13th <br />day of October, 2026. <br />Mayor <br />ATTEST: <br />City Clerk <br />
