Although stop signs will decrease speeds within a distance of 100
to 200 feet from the intersection (about three houses), they are ineffective for speed
control beyond this distance and may, in fact, increase speeds at mid-block locations.
The Minnesota Manual on Uniform Traffic Control advises that stop signs should not be
considered for speed control.

Notification:

The petitioner has been notified that this case will be discussed at the December 15th
Public Works Committee meeting and is being sent a copy of this case.

Recommendation:

Based upon considerations which include sight distances, traffic counts, and accident
history, a stop sign is not recommended at this intersection. The intersection does serve
as a school bus stop. In speaking with the director of Anoka Hennepin Transportation
Services, educational materials are available for parents as well as students, to make bus
stop sites safer for students.

When warranted, a stop sign is both an effective traffic control tool. However, it can be a
significant inconvenience to motorists which increase travel time, wear and tear on
vehicles, and neighborhood air and noise emissions.

Committee Action:

Motion to recommend Council accept/reject staff recommendation to deny posting of a
stop sign at 144th Lane and Tungsten Way.

Reviewed by:

City Engineer
City Administrator
Director of Public Works
Police Chief

PW: 12/15/98

Jo/144 Tung. doc
