PW CASE <br /> <br />UPDATE ON T.H. #47 AND C.R. #116 PROJECTS <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Two transportation projects which will have a significant benefit to the City include the <br />T.H. #47 STP Project and the improvement of C.R. gl 16 from T.H. #47 to C.R. #57. <br />Although no particular action is necessary for either of these projects, their importance <br />suggests that the Committee be kept abreast of development relative to these projects. <br /> <br />The T.H. #47 project has been stalled for the past several months over the issue regarding <br />whether the intersection of 142nd Avenue and T.H. #47 will be signalized as a part of the <br />project. On Thursday, December 3, 1998, the City's consultants, SRF, met with MnDOT <br />personnel to discuss the data relating to this intersection meeting warrants. The meeting <br />ended with the MnDOT signalization staff person, Evon Cracker, indicating that, <br />although there were some arguments for signalizing the intersection, she was inclined to <br />recommend to her supervisor, A1 Pint, that the intersection not be signalized but be re- <br />evaluated after the C.S.A.H. #5 intersection was signalized. A decision by Mr. Pint is <br />expected within two weeks of that December 3, 1998, meeting. A meeting is being <br />arranged with the Commissioner of Transportation. <br /> <br />The Environmental Assessment (EA) for T.H. #47, with the signal issue at 142nd <br />unresolved, will be published in the Environmental Quality Board (EQB) monitor on <br />December 28, 1998. The 30-day comment period will end on January 27, 1999. SRF <br />would then compile all comments received and prepare a Record of Decision responding <br />to the comments. The City of Ramsey would then pass a resolution of Negative <br />Declaration on the need for an Environmental Impact Study (EIS). The Negative <br />Declaration would be passed on to FHWA (through MnDOT) and FHWA would issue <br />the Finding of No Significant Impact (FONSI). At this time we now estimate the FONSI <br />could be complete by the end of February. A letter has been sent to the residents to be <br />relocated advising of the above. <br /> <br />The improvement of C.R. gl 16 between T.H. #47 and C.R. #57 should be initiated with a <br />corridor study. I am preparing a draft Request for Proposal (RFP) for review by Anoka <br />County. Preliminary discussion with Anoka City Engineer, Craig Gray, indicates that <br />Anoka would likely be supportive of the corridor study and financial participation. <br /> <br />Committee Action: <br /> <br />No action required. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Administrator <br />Director of Public Works <br /> <br />PW: 12/15/98 <br /> <br />Jo/Updt4 7. doc <br /> <br /> <br />
