Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Consider Special Events Permit for Diamonds Sports Bar & Grill <br /> <br />Police Chief Way stated staff has received an application for a special events permit from Gary <br />Gruber of Diamonds. The event is scheduled for Friday and Saturday, May 18 and 19, 2007. <br />The event includes a motorcycle run, bike show, live bands, helicopter rides, food and drinks. <br />Most of the event will take place in Diamond's parking lot. Staff has asked for additional <br />information from Mr. Gruber with regard to where everything will take place and how much <br />parking space he will have as much of his parking space is being utilized for the tent, bike show, <br />etc. Mr. Way stated he has met with Mr. Gruber since he submitted this application and since <br />the last City Council meeting. Based on the information Mr. Gruber has provided, officers will <br />not be required for Friday night, and two officers will be present for Saturday night. Mr. Way <br />indicated a conditional use permit will be needed for the helicopter rides. If the permit <br />application is turned in very soon it will be on the agenda of the April Planning Commission <br />meeting. An updated site plan is needed to complete the special events permit requirements. <br />Mr. Way indicated that Mr. Gruber would like to address Council regarding their decision to <br />require the outdoor music to end at 11 :00 p.m. <br /> <br />Mr. Gary Gruber, applicant, stated he tried to attend the last workshop when this was discussed <br />but was unable to stay for the City Council meeting when the discussion was delayed. The <br />information at that time was vague as to what would be happening with this event. Since then he <br />has met with Police Chief Way and tried to clarify the event. Mr. Gruber explained the event on <br />Friday will be small and the majority will be indoors. Everything outdoors should be wrapped <br />up by about 10:30 p.m. Saturday is when the majority of the events will occur. Mr. Gruber <br />stated there will be a motorcycle ride that will start at Fort Snelling. The motorcycle run is being <br />run by Tribute to the Troops; they have asked Diamonds to be the final destination, and they <br />gladly accepted. There will be a bike show from 5 p.m. to 8 p.m., followed by live music in the <br />tent from 8 p.m. to midnight. The reasoning for the music until midnight is because many people <br />do not go out until 10:00 p.m. and they feel it is necessary for the music to go until midnight. <br />Mr. Gruber read a letter from the Director of Tribute to the Troops informing the Council about <br />the event and asking that they reconsider the decision to end the event at II :00 p.m. <br /> <br />City Council / March 13,2007 <br />Page 4 of 21 <br />
