<br />Mr. Gruber stated he and Chief Way will work on a more detailed site plan if approval is granted <br />tonight for the event. If they do not get approval for the music to go until midnight he will be <br />withdrawing his application and will be doing something different; not an outdoor event. If they <br />are able to do the outdoor event he will work. with Ms. Frolik immediately regarding the <br />helicopter rides. <br /> <br />Councilmember Dehen asked if this is a one time per year situation Mr. Gruber has requested. <br /> <br />Mr. Gruber replied this will the one event this year; there will not be any more requests this year. <br />He did not hold an event last year; he did run an event the year before. He would love to do this <br />event again next year if they are asked. <br /> <br />Mayor Gamec stated at the last Council meeting he brought up the 11 :00 ending time, and he is <br />still in favor of that time. He understands Mr. Gruber's reasoning, but the concern is basically <br />about the band. He received phone calls from people that had said if the later time is allowed the <br />volume can be turned down, but he knows bands do not turn down the volume. The other thing <br />is that the time is not necessarily for this event, but for all events in the City. The Council cannot <br />give special preference to one event over another. <br /> <br />Mr. Gruber stated one suggestion he talked to Chief Way about is loo~ing at districts. Other <br />cities have done this and have allowed later events in the business district area that are not <br />allowed in residential districts. He would hope the City would look at this; business and <br />residential areas need to be separated in some way. There are different guidelines for the <br />districts when it comes to taxes, which he understands. The zoning is there for a reason; it <br />creates districts. He pointed out that different things can occur in business districts right down to <br />the time construction is allowed. <br /> <br />Mayor Gamec stated this is a worthwhile cause, but the City will receive complaints about the <br />nOIse. <br /> <br />Mr. Gruber stated he knows there have been events at Diamonds in years past where they used <br />open stages and the speakers were wide open, and he agrees you cannot get the band to turn the <br />volume down. That is why they used an enclosed tent two years ago, and from what he <br />understands there were less than five phone calls about that event. An open air event with the <br />stage in the middle of a grassy field is a big difference than inside a tent. <br /> <br />Mr. Dale McKusick, 6801 - 157th Lane NW, stated he agrees 100% with Mayor Gamec about the <br />11 :00 shut off time, but this event revolves around a starting point that is not based on <br />Diamonds. It starts with the motorcycle run and goes to three or four different places, and ends <br />with a bike show at Dirn;nonds, which is prestigious to have here. The request for midnight is <br />because the event progresses through the whole day. It is out of Diamonds control; it is an event <br />that starts earlier in the day, progresses, and ends at Diamonds. This is a promotion for the <br />troops.
