III. SCOPE OF SERVICES AND FEES

The following Scope of Services describes AES' recommended approach to completing the City of
Ramsey NRI. The scope details recommended tasks, assumptions, products, and professional fees
and expenses. Note that we refer to some tasks as "Optional," indicating that while AES strongly
recommends that these tasks be completed as part of the Ramsey NRI project, we feel a useful
NRI/ A can be developed Without them. Tasks not referred to as l'Optional" are considered integral
to the project and should not be eliminated from the scope.

AES is very excited about the opportunity to work with the City of Ramsey on this project. We
would welcome the opportunity to discuss this scope and negotiate our approach and costs if
necessary.

Task 1. Kick-off Meeting with Client
AES will prepare for and meet with City of Ramsey representatives to confIrm the City's priorities
and plans for the data generated by the NRI. AES will provide a review of our approach and elicit
pertinent feedback on the project. AES assumes that all existing and applicable digital and hard-
copy data (including the data listed in your request for quotes) will be provided to us by the City at
this meeting.

Product: Notes regarding meeting (internal)
Schedule: Within two weeks of project authorization
Estimated Cost: $500

Task 2. Gather. Review & Assemble Existing Data
AES will gather, review, and assemble existing ecological and other natural resource data available
from the City and other sources. If not conducted as part of Task 1, AES assumes that all existing
and applicable digital and hard-copy data (including the data listed in your request for quotes) will be
provided to us by the City in a prompt fashion. Our review of existing data will: 1) result in a
greater understanding of the City of Ramsey's existirig naturat resources, 2) enable the preparation of
field maps and final graphic products, and 3) enable AES to assess any data gaps and recommend
how to fill those gaps. AES typically uses the following data in our NRI/ A work (in addition to data
which the City has stated they will provide). Many of these data have already been assembled for
your project.

. Digital boundary of project
. Existing land cover mapping data (e.g., :MLCCS)
. Elevational contour mapping (2' contours, if available)
. Site soils mapping
. MN DNR mapping of natural resources (e.g., regionally significant ecological areas, County
Biological Survey mapping, rare natural features, etc.)
. Hydrographic mapping (e.g., streams, ditches, lakes, drainageways, subwatersheds)
. ' Existing parks, open space, trails, greenway, and habitat connection mapping

4

Proposal - City of Ramsey NRI

j
