Products: Base maps and field maps (internal)
Schedule: Within 1 month of project authorization and receipt of all project data
Estimated Cost: $1,450

Task 3. Facilitate One Public Open House Meeting and
Conduct NRII A Field and Office Work
As requested by the City, AES will facilitate one public open house-style meeting in which residents
can come in and meet with AES staff to learn about NRII As, the steps involved, and the end
products. AES anticipates that this will help facilitate access to private land and may be an
opportunity to solicit information from residents pertaining to their property.

AES will complete a Natural Resources Inventory I Assessment of the City. AES proposes that this
be accomplished by updating, refining, and augmenting existing 1-ll..CCS land cover mapping, with 'a
focus on natural areas and native plant communities. This process will entail:

. Updating existing :MLCCS data (both spatial (linework) and attribute (tabular) edits will be
made) using 2005 aerial photography and the City's wetlands functions and values study.
"Updating" refers to conducting edits where warranted based on recent development or
other land usel cover cl).anges, "refinement" refers to improVing or correcting data based on
the latest MLCCS standards, and "augmenting" refers to adding new attribute data (e.g.,
natural community quality modifiers, field dates, etc.) to the MLCCS dataset.
. Identifying natural and semi-natural areas for field trothing.
. Conducting a field visit of identified natural communities in order to ado quality rankings
and notes regarding invasive species.
. Identifying priority ecological protection, restoration, and enhancement areas, including
opportunities for multifunctional greenway corridors. .
. Implementing AES' MLCCS quality assurancel quality control (QAI QC) protocol. While
QA/QC procedures will be conducted throughout the execution of the project, AES has
developed a 19-step GIS-based protocol to ensure the highest quality digital dataset.

This MLCCS update, refinement, and augmentation process will provide ,an accurate accounting of
the City's natural resources. These data can be easily sorted and queried in a multitude of ways for
data summarization, graphic preparation, spatial analysis, ecological buffering, and a variety of other
natural resource conservation and planning purposes.

AES will provide the City with a GIS shapef1le illustrating the parcels that we feel warrant physical
access. AES understands that the City will then draft a letter that is mailed to each of the property
owners summarizing the project and requesting permission to access their land. The City 'will also
address responses or inquiries regarding the project and provide AES with a detailed map illustrating
those parcels that have given access permission. AES also requests that the City provide AES with a
document on City letterhead describing the project in case such documentation would be useful '
during our field work.

5

Proposal - City of Ramsey NRI
