<br />~ <br /> <br />Public Notice <br /> <br />Ramsey Town Center <br />Continued From Page 1 <br /> <br />private limited liability corporation that was created by a group <br />of developers and investors for the purpose of developing the <br />Ramsey Town Center project. <br />During the master planning stages of the project and dur- <br />ing the development agreement negotiations with the RTC LLC, <br />city staff and council were keenly aware that major changes of <br />ownership are often the norm for long-term projects of this scale. <br />With this understanding, city staff and council worked with great <br />diligence to ensure that the city's financial position is adequately <br />protected. <br />The city built two structures in the Ramsey Town Center, <br />the new Ramsey Municipal Center and the Municipal Parl(ing <br />Facility. The new Municipal Center was built with the use of <br />lease revenue bonds issued by the city and paid annually by the <br />local tax levy; the Municipal Parl(ing Facility was funded by a <br />combination of special assessments on the project area and federal <br />grants in support of the new Ramsey Star Express Commuter <br />Coach Service and the eventual Northstar Corridor Commuter <br />Rail Line. <br /> <br />Town Center Tomorrow <br />The city anticipates that a financial restructuring action <br />will occur on the remaining land currently owned by Ramsey <br />Town Center LLC within the next few months, and that within six <br />to nine months a new developer will purchase the land and con- <br />tinue the development of the project. It is important to note that <br />a number of parcels are currently owned by other private interests <br />and will be developing over the next 18 months, those proj ects <br />include the Crest View Senior Communities and the 25 acres <br />owned by PSD LLC on the eastern end of the project near Ramsey <br />Boulevard. <br /> <br />Ramsey Crossin~s <br />A development agreement was recently approved for <br />a separate project to the west of Armstrong Boulevard, called <br />Ramsey Crossings. Ramsey Crossings is a large format retail <br />development that is planned to include Target and a national home <br />improvement retailer. Program materials are covered by <br />an Anol(a County Ag Preserves Grant. <br /> <br />Sergeant <br />Bob Kuhn Retires <br /> <br />Longtime Ramsey police officer, Bob <br />Kuhn, is retiring January 31, 2007 from the <br />department after 28 years of service. Bob started <br />with the department in 1979 after having worked <br />in Eveleth and Princeton, Minnesota as a patrol <br />officer. During his time with Ramsey, he worked <br />as a patrol officer, an investigator, a Corporal and <br />a finished his career as a Sergeant. Bob has seen <br />a lot of change in Ramsey, both in the department <br />and the city during his career. The department has <br />gone from five officers to twenty-two during his <br />tenure. He has worked under three police Chiefs <br />in Ramsey and has worked out of four buildings <br />including the newly completed Municipal Center. <br />Bob's leadership and worl( ethic will be missed by <br />all members of the department as well as citizens <br />that he has had contact with over the years.
