PC# 2 <br />CONSIDER ESTABLISHING A NEW SALARY RANGE <br />FOR THE CITY ADMINISTRATOR POSITION <br />By: Givonna Reed Kone, Human Resources Manager <br />Background <br />At the March 13, 2007 work session, the City Council met with Andrea Sims of Waters - <br />Oldani Executive Recruitment to discuss the position profile for the city administrator <br />position. In addition to the position profile, the City Council discussed salary and <br />benefits for the city administrator position. The City Council was advised by staff that <br />certain benefits are standard regardless of position (e.g., health insurance); however, <br />most benefits are negotiated once a candidate has been offered the position. <br />Staff presented the City Council with comparative salary information for target and peer <br />communities as identified in the Organizational Study; cities of similar size or larger, and <br />Ramsey department head positions. The average annual maximum salary for each group <br />is as follows: <br />Target Group Average Max <br />133,118 <br />Mid -Range Group Ave Max <br />123,232 <br />Peer Group Average Max <br />114,029 <br />Maximum Dept Head Salary <br />97,981 <br />Based on the comparative salary information provided by staff and the City's desire to <br />attract and retain the best qualified applicant, at the March 13 work session staff <br />recommended that the maximum annual salary for the city administrator position be <br />increased from $110,269 to $120,000. The City Council directed staff to proceed with <br />formally increasing the maximum annual salary for the city administrator position to <br />$120,000, which falls below Minnesota's 2007 salary cap of $139,817. <br />Funding Source <br />The 2007 General Fund budget includes $110,269 for the city administrator's salary. <br />Increasing the salary range for the city administrator position will have no additional <br />impact on the 2007 budget unless the City Council elects to hire an individual at an <br />annual salary above $110,269. <br />City Council Action <br />Consider approval of the attached resolution which establishes a new salary range for the <br />city administrator position. <br />PC: 03 -27 -07 <br />G:\ Administration\ HumanResources \Recruitment\Admin \City Admin\2007 \staff report 3 -27 -07 (salary, timeline, job description).doc <br />—137— <br />
