Mr. Olson stated that #5 and #47 could not be moved up without moving funding for something <br />else out to the year 2001. He later learned that the City wanted to do #116 at a faster pace also. <br />It could be ready for letting in 1998 for construction in the spring, 1999. <br /> <br />Mayor Gamec reported that one of the problems was that the engineering was not available for <br />the project. The City had asked if we could fund the engineering and then be reimbursed. <br /> <br />Mr. Olson stated that if we contract it out, there would be no reason for the City to do that. He <br />stated that he was not personally aware that the City wanted to switch around #116 and #5 and <br />#47 until recently. If Ramsey projects were the only projects, it would be no problem, but we <br />have to look at man power availability and he stated he has not had time to analyze that. <br /> <br />Councilmember Haas Steffen inquired if a letter had been sent to the County indicating our time <br />line. <br /> <br />City Engineer Jankowski responded that such a letter had been sent in November or December, <br />1997. <br /> <br />Mr. Olson stated that the letter did not indicate that the #116 project had to be built in 1998. <br /> <br />Anoka County Commissioner Berg stated they requested knowing the City of Ramsey's priority. <br /> <br />Councilmember Haas Steffen commented on how hard the City worked to move up funding and <br />improvements for C.S.A.H. #5 and T.H. #47. She added that when MnDOT came out to meet <br />with Council and staff a couple weeks ago, that was the first time anyone laid out timing for the <br />City with regard to the EIS, etc. She stated that the City cannot do what it wants to do with <br />regard to T.H. #47 because we will jeopardize federal funding. We would not get reimbursed so <br />we cannot do the time table we wanted to do. <br /> <br />Mr. Olson asked if the City wants the improvements done on #47 by the fall of 1998, or just have <br />some dirt turned by then. <br /> <br />Mayor Gamec commented that it would be nice to get that road through in the fall of 1998. <br /> <br />Commissioner Berg stated that one project can be done but not both at the same time. The <br />project is not necessarily where the money will come from - it's more a problem of timing. <br /> <br />Councilmember Haas Steffen asked if the construction could be done the first part of 1999. <br /> <br />Mr. Olson believed it could be done by July 31, 1999. <br /> <br />Councilmember Haas Steffen inquired of Mr. Olson would make that a commitment - the date of <br />July 31, 1999 - and then to move it up if it's possible. <br /> <br />Mr. Jankowski stated that within 90 days, plus a couple of weeks, we could begin the paperwork <br />of property acquisition. <br /> <br />Road and Bridge Committee/February 17, 1998 <br /> Page 2 of 7 <br /> <br /> <br />
