Commissioner Berg expressed a concern about detouring traffic in trying to get//47 done this
year.

Mr. Olson stated that he could commit to a contract that requires a July 31, 1999 completion
date, however, he pointed out that he cannot control the contractors.

With regard to # 116, Couneilmember Haas Steffen mentioned that there are two private homes in
the area and berming may become necessary. She asked that Mr. Olson take that into account if
it is necessary.

Commissioner Berg mentioned that the County will need permits other than for wetland
mitigation and there may be some other issues not in the County's control.

Mr. Olson suggested it may take awhile to get the wetland permits but he did not see a problem
in getting them.

Mayor Gamec wondered when Mr. Olson could get back to the City with information on C.R.
#116.

Mr. Olson stated that he could have information by Monday or Tuesday (February 23 or 24).

Councilmember Haas Steffen asked for information in writing.

With regard to Highway #10 (2015 Transportation Plan) - access - he felt that the accesses for the
local properties are spaced enough so all interchanges could have connections to #10. There are
some concerns as you get into Anoka and some concerns about other accesses along #10. Fair
Oaks and Thurston or Greenhaven and Fair Oaks would be a logical combination.

Coun¢ilmember Haas Steffen stated that we have the Metropolitan Council saying over the next
couple of years, Ramsey could have an additional 5,200 homes. We have begun the process of
updating our Comprehensive Plan. We have had numerous community meetings and focus
group meetings. If there were to be any MUSA expansion in Ramsey, the focus group indicated
it should probably go out on #10. Councilmember Haas Steffen stated that when she hears the
State Highway Department will not do anything up here for 20 years, that right on itl 16 and iil0
would be almost a natural expansion of the commercial/industrial area. There would be a park
on one side and some businesses and large parcels of land that are still farms. We do not know
what the owners want to do so it's difficult for us to say how we see it going. She stated she
would be more comfortable if the City and the County could work together on things like right-
of-way in case a bridge is built. At an earlier meeting, we talked about a route straight north, or
come up to a bridge and fork out all kinds of directions.

Mr. Olson stated that if you bring a bridge up to #116 and "T" it, our philosophy of a major river
crossing goes down the drain.

Road and Bridge Committee/February 17, 1998
Page 3 of 7
