Councilmember Haas Steffen stated she is not thinking the County has it in their CAFRS nor
does the City. She believes it's the State's responsibility. She visited with people at the
Metropolitan Council and they are planning to do a study. She continued that Ramsey has two
roads to "dump" traffic onto and they are #10 and #47 and the Met Council is predicting we will
have an additional 5,200 people on these roads. T.H. #47 is considered a preservation and we
cannot take 5,200 more homes in the City without some kind of good planning for #47 and #10.
We should get together and talk about what seems reasonable.

Mr. Berg stated that if the Mississippi bridge crossing does not terminate on a state highway, we
risk the chance of losing state money.

Mr. Olson felt that MnDOT and the Metropolitan are talking with each other - they feel the
money should be spent on T.H. #47.

Councilmember Haas Steffen stated that beyond #10 and #47 we have two rivers. We have to
have some place to get people to and from where they are going. MnDOT said they would come
and talk to Ramsey again. We cannot take more people in the City if something isn't done about
transportation.

Mr. Olson stated that when the last Ramsey MUSA expansion came up, we asked how will we
will handle the transportation.

Councilmember Haas Steffen stated she would convince the Ramsey City Council of the fact that
we cannot take on 5,200 more homes without a road.

Mr. Olson agreed and stated he would fight for improvements too. He added that this North Star
Corridor will help focus on Highway #10 and money too. He stated that the Metropolitan
Council does not realize that policies they have had in the past 20 years have caused the urban
sprawl rather than control it.

Councilmember Haas Steffen felt that the City and the County need to make the same noise.

Mr. Olson felt that this is happening.

Councilmember Beyer arrived - 5:47 p.m.

Mr. Berg commented that a river crossing will be a "tough sell".

Mr. Olson added that getting MnDOT support will be a "tough sell".

Councilmember Haas Steffen stated we have to get the Met Council support.

Mr. Olson stated that if you are satisfied in saying that crossing could be all locally funded, then
he did not think there would be a problem

Road and Bridge Committee/February 17, 1998
Page 4 of 7
