Councilmember Haas Steffen stated that Ramsey put almost 1.5 million dollars to get a small
portion of this road done. We cannot afford more - she would not be willing to say that it would
be funded locally. We should put out a couple of options. Together we should say it's good
planning. We cannot roll over and say we can take 5,200 homes because of the transportation.
She reiterated that the City and the County need to argue together that these homes have to be
built elsewhere if we do not get our roads. She suggested the County give the City a letter of
support in this regard.

Mr. Olson agreed that they would.

Councilmember Haas Steffen felt that we should be talking to Mr. Hoisington about getting a
statement in our Comprehensive Plan relating to the bridge location and highway alignments.

Mr. Berg stated that even if the City and the County want to build a bridge, it will be hard to get
the City of Dayton and Hennepin County to agree.

Councilmember Haas Steffen stated she really feels strongly about transportation and she sees
the City's transportation getting stacked up and it's not coming from Ramsey. She noted
communities having to come through Ramsey and getting across the rivers.

Mayor Gamec inquired about proposed locations for the commuter rail.

Mr. Berg was not certain but thought it may be in the area of the Anoka Vo-Tech.

Councilmember Haas Steffen asked if it would be possible to have Mr. Hoisington and Mr.
Jankowski work with the County on a statement to get in our Comprehensive Plan regarding
transportation. Mr. Jankowski should draft a letter stating the concerns expressed here and send
it to the people who decide where people live in the Metro Area and those in charge of
transportation at the Met Council and Schriber, and let them know we will work on this but we
will not be paying the bill for it. Councilmember Haas Steffen stated that the Metropolitan
Council was really concerned about the farm land in the southern Metro Area and what they were
going to do with an airport. We talked about transportation then. She said she did not hear
anyone saying that T.H. #47 should be a preservation highway. She then inquired where the
County is at with C.R. #83.

Mr. Berg stated that they would like to get that done but they are running into the same problems
as they did seven or eight years ago. We are negotiating to buy 10 acres south of #83 at the
intersection of #64. Some shifting could be done so we do not get so far into property on the
west and not take trees. Mr. Berg stated it will happen and the County is hoping to get into the
ground this year. He added that there is a lot of traffic - Sherbume County is building right up to
the line.

Councilmember Haas Steffen stated that we have also kind of messed up our chances of putting
in a service road on #10.

Councilmember Beahen arrived - 6:05 p.m.

Road and Bridge Committee/February 17, 1998
Page 5 of 7
