Councilmember Haas Steffen inquired about a park and ride. <br /> <br />Mr. Olson responded that the County is supportive of the park and ride concept with the Lord of <br />Life church. <br /> <br />Councilmember Haas Steffen suggested that it appears it will be very costly for sewer and water <br />for Lord of Life. She then stated that MnDOT has said they would be changing their policy on <br />park and rides. <br /> <br />Mr. Berg stated they are dragging their feet because other cities are taking the "me too" attitude. <br />They would, however, be interested in the other cities too if they could find one with this <br />wonderful of an area for a park and ride. <br /> <br />The Committee directed that Mr. Jankowski talk to MnDOT about a park and ride. <br /> <br />Mr. Berg felt that a park and ride is a solution to a lot of traffic. <br /> <br />Mr. Olson felt that it would take care of 5% of the traffic, at best. <br /> <br />Mr. Berg added that the commuter rail will be the best solution for traffic. <br /> <br />Case #2: Update on T.H. #47 Project <br /> <br />City Engineer Jankowski presented a summary on the T.H. #47 project. Met Council met on <br />Thursday, February 12, 1998, to pass on the recommendation of the Met Council Transportation <br />Subcommittee. On the 13th, Mr. Kevin Roggenbuck of Met Council indicated, via telephone, <br />that the T.H. #47 project was approved. Written confirmation should be received next week. <br />The Committee had requested a letter from MnDOT outlining precisely the steps the City must <br />undertake to proceed with the STP project. Mr. Jankowski and Mr. Dvorak of SRF followed up <br />on that request and a response was received from Mr. Greg Felt of MnDOT. Mr. Jankowski did <br />not feel the letter provided the specific information, therefore, he has written a letter asking for a <br />more detailed response. Mr. Jankowski noted a revised STP cost estimate prepared by Jim <br />Dvorak which shows the two-stage process would cost the City nearly $700,000 more than the <br />single project scenario. Mr. Jankowski presented a revised, itemized, estimate with regard to the <br />land acquisition, right-of-way and right-of-access costs. Mr. Jankowski described the ancillary <br />City projects associated with the STP project and they are as follows: 1) the extension of <br />Sunwood Drive (approximately 1,500 foot MSA street section with concrete curb and gutter, and <br />a similar length of sanitary sewer and watermain - and storm sewer and sedimentation basin for <br />discharge into the adjacent wetland); 2) watermain looping (C.S.A.H. #5/T.H. #47 and 153rd <br />Avenue/T.H. #47); 3) sanitary sewer extension (1,250 feet of 10-inch sanitary sewer and a <br />manhole - [River's Bend 4th Addition across T.H. #47 to the Lord of Life property]); 4) storm <br />water projects (approximately 690 feet of 15" pipe overflowing the Lord of Life Wetland to the <br />wetland on the east side of T.H. #47 - and approximately 2,400 feet of 15" and 18" storm pipe <br />and installation in and restoration of 149th Avenue from T.H. #47 to Xkimo Street); and 5) <br />redevelopment of Katnis property (600 feet of roadway and associated sanitary sewer, <br /> <br />Road and Bridge Committee/February 17, 1998 <br /> Page 6 of 7 <br /> <br /> <br />
