stated they are desperately trying to relieve the traffic problem on their roads but that they
are not in the habit of making problems for their close neighbors - she wished the other
neighbors had let her know how they felt about this. Ms. Hoffman wondered if other
streets in the area had traffic counts done and thought that may shed some more light on
their problem. She believed that C.R.//116 would help but that's a year away and she
suggested the neighborhoods should work together for a solution. She added that after
the speed monitor was removed from 149th Avenue, the cars were speeding again.

Mr. Jankowski stated that traffic reports have been done on the other streets and it is true
that 149th Avenue does have a lot of traffic. The reason is because it's a cut-through
street, however//116 will eliminate a lot of the extra traffic. He added that 149th Avenue
will also be a collector street for the neighborhood.

In response to the other neighbors appearing at the City with some solutions, Mr. Hanson
stated that about a year ago, a gentleman asked him if he would sign a petition to slow
down traffic in the neighborhood. He did not hear any more about it until the fifth of
March of this year. No one from 149th Avenue came to talk about anything. The 149th
Avenue group got smaller and it appeared to be a "we against they" type of thing. He
thought there would have been a feasibility study done about speed bumps and stop signs
too.

Richard Kruger, 7640 - 150th Lane NW, stated he has been at his residence for 15 years
and he is concerned about the traffic too. He suggested that a solution would be to run a
road offof//116.

Councilmember Haas Steffen stated that access to//116 is a County call. They do not
like to give accesses but we have not even looked at that and it may be an option. It is
not a solution until next year though as that is the time frame for the completion of//116.

Trudy Matilla, 7451 - 149th Avenue NW, stated that it was impossible to keep everyone
notified as to what was happening and she apologized for that. She added that they
collected signatures from the people who would be assessed for the solution.

Councilmember Zimmerman noted that there should have been a motion stating that the
City Council was not quite ready to entertain closing off 149th Avenue. All five
members say that until //116 is completed, they are not interested in closing streets.
Maybe the Council did not give the City Engineer enough direction. He noted the
difference in costs between a cul-de-sac at $25,000 and the diagonal diverter at $3,000.

Councilmember Haas Steffen pointed out that she has never changed her mind on this.
She has difficulty cul-de-sacing a road that's been around this long (about 20 years). She
noted that the residents here today have to understand that the people on 149th Avenue
have offered to pay for a solution but this City Council has to know that they have a
similar problem in about four other areas. If we do this for one area, we will be looking
at it in other areas also. She stated she would have a problem voting in favor of closing a

Road and Bridge Committee/May 19, 1998
