Discussion ensued relating to what if MnDOT does say no to the City's requests, what
would the recourse be.

Denny Eyler, SRF, stated that although petitions do help, some technical support also
helps. We may have to do a letter for more technical work and we may have to go to a
higher level of personnel.

Couneilmember Haas Steffen stated that we, as a City, are paying their (State) bill and we
need some consideration.

Mr. Eyler stated that their senior vice-president has a meeting coming up and this could
be one of the topics.

Mr. Norman left as he had to attend another meeting.

It was determined that Councilmember Haas Steffen and Mr. Eyler would visit with the
commissioner relating to this project.

Mr. Jankowski stated that if C.R. #5 is signalized and 142nd was not, then perhaps the
signal justified warrant now may not exist. It's likely there might be warrants for that
intersection even with lights on #5.

Jim Dvorak, SRF, stated that we need to get the issue of lights nailed down before
proceeding with anything. That will push the schedule back.

Discussion ensued relating to comments from the concerns heard at the public hearing.
One of the things talked about was the pedestrian tunnel/overpass. There is not a real
good area to have either and it was determined that this idea would be given up.

Mr. Jankowski presented a revised project budget. He recapped the total project cost and
distributed it between Federal, State, County and City. We have estimated a total at
about 2.9 million dollars, excluding Sunwood Drive. Originally we said about $2.850
million in construction costs.

It was suggested that this project should begin with "shovel in ground" in the fall of
1999.

Discussion ensued relating to the ACCAP project also. It was determined that the City
needs to stay in really close contact with ACCAP so they are aware of the time frame.

Dennis Peterson was present and asked if the City is planning to construct any type of
fence along #47, along the bike path. He was concerned about the young trees. He was
told that there should not be a problem for the trees.

Road and Bridge Committee/October 20, 1998
Page 2 of 5
