Case #2: Consider Proposal to Update Comprehensive Water Study <br /> <br />This case was removed from the agenda. <br /> <br />Case #3: <br /> <br />Authorize Updating of Appraisals for Properties Associated with the <br />153/155 Avenue Project <br /> <br />City Engineer Jankowski stated that at a previous Road and Bridge Committee meeting, <br />we took action to begin to acquire property associated with the 153/155 Avenue project. <br />Estimates or fee title for property needed to be obtained from eight parcels. He presented <br />the right-of-way plan for this project. In February 1996, appraisals were completed for <br />six of these eight properties. Two additional properties have takings, which are deemed <br />to be minor, and did not require appraisals. Recently, the Road and Bridge Committee <br />was approached by one of these property owners who wished to have the property <br />acquired by the City. The Council directed that staff proceed to negotiate for all the <br />needed right-of-way for this project. Since the appraisals are nearly three years old, an <br />update of these appraisals should be made before approaching property owners. The City <br />has contacted BCL Appraisals, the firm that prepared the original appraisal for cost on <br />updating them. This cost has been estimated to be $3,500. <br /> <br />Discussion ensued around the map showing the properties. Four in forty densities was <br />talked about as well as limiting multiple housing and where the multiple housing might <br />be located. <br /> <br />Mr. Jankowski referred to the property acquisitions again and reiterated that the <br />appraisals need to be updated. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to recommend Council authorize staff to update the appraisals associated with 153/155 <br />Avenue project. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting <br />No: None. <br /> <br />Case #4: Public Works Issues to be Discussed with City of Anoka <br /> <br />City Engineer Jankowski reported that a meeting between staffs of the cities of Ramsey <br />and Anoka has been set for tomorrow. The issues staff feels needs to be addressed are as <br />follows: the signalization of C.R. #116 and Dysprosium/Thurston intersection, including <br />the concept of advancing funding to the County to expedite the improvement; the <br />improvement of C.R. #116 from T.H. #47 to C.R. #57 from two to four lane (Discussion <br />should also include access control.); address communication from Anoka regarding a <br />proposal for a drainage outlet from Ramsey Business Park 95; and address <br />communication from Anoka which precludes the connection of McKinley Street between <br />Anoka Enterprise Park and Ramsey Business Park 95. <br /> <br />Road and Bridge Committee/October 20, 1998 <br /> Page 3 of 5 <br /> <br /> <br />
