This was for informational and input purposes only. <br /> <br />Case#5: Discuss Policy for Addressing Access Request on Limited Access <br /> Highway (i.e.C.R. #116) <br /> <br />City Engineer Jankowski stated that Mrs. Millis, daughter of Mr. Peltzer, who gave the <br />City a half mile strip through his property for the construction of #116, has requested to <br />have an access onto our new C.R. #116. We have signed a joint powers agreement with <br />Anoka County agreeing to only six accesses. Mrs. Millis' attorney wrote to our City <br />Attorney about who they should request this of. Mr. Jankowski stated that he asked the <br />County Highway Engineer, Jon Olson about this and he says if the City wants to grant an <br />access, we are allowed to do that, however, that does count as one of our six. Mrs. Millis <br />wants the access for her pole barn. <br /> <br />Councilmember Haas Steffen stated she was not necessarily in agreement with an access <br />for a pole barn. <br /> <br />Councilmember Zimmerman asked if we gave them anything in retum for her father <br />giving the City that strip of land. <br /> <br />Mr. Jankowski suggested that we offer to re-grade her property so she can get out of her <br />pole barn to the access. <br /> <br />Discussion ensued around the map. <br /> <br />Mr. Jankowski believes that if we are allowed only six accesses, we need to use them for <br />City streets. <br /> <br />Councilmember Haas Steffen cautioned that we have to think about what we are planning <br />for that area - in terms of the college, etc. <br /> <br />Councilmember Zimmerman stated it appears that there is agreement about not giving <br />Mrs. Milness an access for her pole barn. If something could be worked out with a <br />service road, that would be okay. <br /> <br />Councilmember Haas Steffen felt that the request was premature and that the City would <br />have to say no until we have done some more planning. <br /> <br />Councilmember Zimmerman felt that the answer would remain no because the City is <br />allowed only six accesses. <br /> <br />Councilmember Haas Steffen stated she would want some planning in place before <br />giving someone a definite answer. <br /> <br />Road and Bridge Committee/October 20, 1998 <br /> Page 4 of 5 <br /> <br /> <br />
