Jankowski is hopeful that Mn/DOT will sign off on the Assessment even if the <br />signalization issue is not resolved. <br /> <br />Case #3: Report On Proposed County Road #116 Improvement Project <br /> <br />Mr. Jankowski stated that he attended a meeting at Anoka County on November 4, 1998 <br />regarding the possibility of improving the County Road gl16 corridor. Those in <br />attendance include Anoka City Engineer Craig Gray, and Jon Olson and Roger Butler <br />from the Anoka County Highway Department. The highlights of that meeting included <br />the following: <br /> <br />Signalization of Thurston/Dysprosiurn/County Road g116 intersection. This <br />improvement will not happen without the addition of mm lanes, which will cause the <br />project cost to be in the range of $400,000.00, plus the additional right-of-way <br />acquisition. The City of Anoka is uncertain as to whether they want to do anything to <br />expedite that signalization. For the County to do the project in their normal process <br />will mean a lengthy wait; it is ranked last of 32 signalization projects. <br /> <br />Potential to upgrade an entire corridor of County Road gl 16 from T.H. #47 to County <br />Road g57. Mr. Jankowski stated that he suggested that Ramsey would like to see a <br />four-lane section complete with divided medians. Jon Olson of the County was not <br />opposed to that, however, he noted that historically there has been citizen opposition <br />to four-lane highways and to expect the same in this instance. He also noted that he <br />didn't feel traffic volumes would warrant 4 lanes at this time. Such an upgrade from <br />T.H.#47 to County Road #57 would cost about 2.5 million dollars. Jon Olson <br />suggested that there be a corridor study with some public participation as a part of <br />that. A study would cost approximately $20,000-$40,000; the County has a policy of <br />participating 50% in studies. Mr. Jankowski stated that the City of Anoka will also <br />be approached to participate in the cost of a study. <br /> <br />Mayor Gamec attested to traffic congestion he has encountered on this corridor in the <br />late afternoon when employees in the Anoka Enterprise Park are getting off work. <br />Mr. Jankowski stated that he would forward this information to Jon Olson. <br /> <br />The consensus was that a County Road #116 corridor study and upgrade project is a <br />high priority item. Mr. Jankowski was directed to solicit proposals for a corridor <br />study, initiate discussions with the City of Anoka for cost sharing, and that Ramsey's <br />share will come from tax increment funds. <br /> <br />Connection of McKinley Street between City of Anoka and City of Ramsey. Jon <br />Olson stated that the connection of McKinley Street between Anoka and Ramsey <br />would be mutually beneficial to County Road gl 16 and Hwy. gl0. Councilmember <br />Zimmerman noted that it would also be a real benefit to employees in the Anoka <br />Industrial Park. <br /> <br /> <br />
