Case//4: Report Of Water Study Consultant Selection Process <br /> <br />Mr. Jankowski stated that there is $20,000 in the budget to update the comprehensive <br />water study and staff is proposing a 2 step process. Requests for letters of qualifications <br />were sent to 7 firms and 6 responses were received by the November 13 deadline. Mr. <br />Kapler, Mr. Boos and Mr. Jankowski will evaluate the letters on November 19 and the <br />best 2 or 3 will then be interviewed. A recommendation will be brought back to the Road <br />and Bridge Committee. <br /> <br />The consensus was that the selection process utilized is adequate. It was also the <br />consensus that if Council holds their second meeting of the month on December 15 <br />versus December 22, the Road and Bridge Committee could meet prior to the Council <br />meeting. <br /> <br />Case//5: Discuss Drainage Outlet For Business Park 95 <br /> <br />One of the alternatives for a drainage outlet for Business Park 95, Plan A, is to provide an <br />overflow into the City of Anoka's storm sewer system located east of Business Park 95. <br />Mr. Jankowski report that the City has received a letter from Anoka stating that if <br />Ramsey has plans to connect into their drainage system, we should let them know <br />because they may have plans that would prevent that from happening in the future. <br /> <br />Mr. Jankowski stated that another alternative, Plan B, for Ramsey is to construct a <br />separate outlet to the Mississippi River. Such a project would require jacking under the <br />railroad tracks and Highway #10. The cost is approximately $166,000 plus easement <br />acquisition. This project would provide drainage benefit to approximately 150 acres. A <br />discussion ensued regarding the history of drainage problems along Hwy. #10 for the past <br />10 years. <br /> <br />The consensus was to go with Plan B in the 1999 construction season and that the project <br />should be included in the Capital Improvement Program. <br /> <br />Case #2: Request For Stop Signs At 144th Lane and Tungsten Way <br /> <br />Mr. Jankowski stated that the City has received a request from Shelly Peterson at 6140 <br />144th Lane N.W. for a stop sign at 144th Lane and Tungsten Way. (Apparently neither <br />Shelly nor her neighbor could be present for tonight's discussion). Mr. Jankowski stated <br />that he, Public Works Director Dean Kapler and Police Chief Dave Gustafson reviewed <br />the request and physically inspected the site. They determined that this intersection has a <br />site distance no poorer than any other intersection in the sewer and water district. They <br />checked the accident records from 1993-1997 and found only one accident which <br />involved a single car leaving the road; so it was not a right-of-way issue. Staff counted <br />18 cars in a one hour period between 3:45 p.m. and 4:45 p.m. This compares to a 25 car <br />count in a 40 minute period at 142nd Lane and Tungsten Way.
