Hack Ce~uer: Preliminary Site Plan Review
March 30, 2007
Loading Docks: The site plan shows 2 loading docks for the main building: one on the southern
end, which will serve the primary tenant in this building, and anotlier dock in the middle of the
building off of 138`a Avenue NVJ, which will service the retail spaces that front on EJighway 10.
Both loading docks aze fully enclosed, and all loading and unloadmg will occur interior to the
building.
It appears that the loading dock located at 7asgaz Street and 138' Avenue will require backing
into Jaspaz Street or 138'" Ave either for ingress or egress. This location will also attract truck
traffic on 138a' Avenue. through the residential development Staff would recommend that this
loading dock be relocated, perhaps adjacent to the depressed dock on the southeast comer of the
building. If this is not possible staff would like to explore options for min;m;~;ng the impact of
the middle loading dock on the adjacent townhomes. Such options might include limiting the
hours for which this dock is available for loading or unloading
Drainageand Grading: Surface water runoff from impervious areas aze proposed to be
controlled through the use of concrete curb and gutter, catch basins, and storm sewer pipes to
convey storm water to water quality basins constructed on site. Thesebasins will provide rate
control and water quality treatment One basin is located on the southwest comer of the site and
the other is a split basin located along the northeast and notthw~st comers of the site connected
with a 48 inch comtated metal pipe. Both basins dischazge into an existing storm water manhole
located on The Village Bank property. This storm manhole also handles the discharge from the
Village Bank property into the public storm sewer located in Riverdale Drive. Staff has reviewed
the preliminary grading and erosion control plan and offers the following comments:
• Grades on bituminous flatter than 1%aze difficult to achieve. Staff suggests the addition
of catch basins into the concrete curb particularly surrounding building A in lieu of the
reject curbing proposed.
• The discharge into the manhole on the Village Bank property will require permission
from that property since the connecting pipes and construction mill fall outside public
dmi.ge and utility easements - -
• The stormwater calculations must be submitted to the Lower Rum River Water
Management Organization (LRRWMO) for review and approval. A permit must be
obtained from the LRRWMO.
Access: Two accesses aze proposed onto Riverdale Drive. The easterl}~ access lines up with li9's
Avenue south of Riverdale Drive. The westernmost access is located within 120 feet from the
Village Bank access which is less than desirable. It is suggested that a common access with
Village bank be investigated. If this is not feasible the westernmost access should be moved as
faz east as possible and should be narrowed to 31 feet in width to encourage traffic to prefer the
eastern access point
Sewer and «'ater Tronk Charges: Trunk chazges will be assessed as part of the plat for the
Hack Center.
