Case #9: Report from Road and Bridge Committee <br /> <br />City Engineer Jankowski stated that the Road and Bridge Committee met on February 17, 1998. <br />Representatives of Anoka County were present and the Committee received an update of the <br />County's 2015 Transportation Plan. Significant points to the 2015 plan are as follows: 1) <br />Improvements of Highway #10 in the later years (2011 to 2015) to freeway standard from <br />Armstrong Boulevard to the east. There was some discussion about interchanges on Armstrong <br />Boulevard, Ramsey Boulevard, Sunfish Lake Boulevard, and Thurston and Fair Oaks could be <br />combined. 2) The bridge crossing discussion was when the road continues northward that it "T" <br />into #116 and that it function as a header-type of road system. The County thought that it <br />adversely impacts MnDOT support. 3) The County indicated they are supportive of the Lord of <br />Life church property being utilized as a park and ride lot. <br /> <br />Mayor Gamec mentioned that possibly there would be a commuter rail site in Ramsey - probably <br />in the vicinity of west of the Vo-Tech. <br /> <br />Councilmember Zimmerman mentioned the signalization of Dysprosium and C.R. #116. <br /> <br />Mr. Jankowski reported that this intersection met the warrants for signalization and is on the list <br />with about 20 other intersections. The Anoka County Public Works Committee will be deciding <br />which intersections will receive the signals. There is money to fund about four of them. <br /> <br />Councilmember Haas Steffen inquired if a park and ride area would cost the City of Ramsey any <br />money, and if so, it should be planned for in the Capital Improvements Program. <br /> <br />Mr. Jankowski offered to research that and report back to Council. <br /> <br />Councilmember Haas Steffen expressed nervousness about the Diamonds Sports Bar and Grill <br />proposal Council discussed earlier. She did not know why the Council would not save right-of- <br />way when it's next to the Mississippi River. The issue of the bridge has to be the primary issue <br />in conversation about that proposal. <br /> <br />Councilmember Zimmerman stated that Mr. Gruber has expressed an interest in leaving that <br />space available. He felt that Mr. Gruber should be able to go forward with his plans. <br /> <br />Mr. Jankowski continued that Case #2 of the Road and Bridge Committee was an update on the <br />T.H. #47 project. Met Council has informed Ramsey that its application was successful for the <br />STP project which is the larger project. This includes a grant for 80% of the construction cost <br />for #47 from 142nd to 153rd. Accelerating the project as much as possible, we anticipate <br />construction beginning in 1999. He reviewed the revised cost estimate with Council. The land <br />acquisition alone will be about $2 million. Mr. Jankowski stated that the ancillary City projects <br />associated with the STP project are as follows: 1) Extension of Sunwood Drive (approximately <br />1,500 foot MSA street section with concrete curb and gutter, and a similar length of sanitary <br />sewer and watermain); 2) Watermain Looping (installing 3,800 feet of 12-inch watermain at <br />two locations [C.S.A.H. #5/T.H. #47 looping which would loop watermain from its current <br />southern terminus in amber Ridge to its current terminus in River's Bend 4th Addition, and along <br /> <br />City Council/February 24, 1998 <br /> Page 15 of 18 <br /> <br /> <br />
