Case #9:

Consider Three-Year Funding Request to City of Anoka for Aquatic Center
(Formerly Charles Horn Pool)

City Administrator Norman stated that the Anoka Park Board and Pool Fund Raising Committee
appeared before the Ramsey Park and Recreation Commission on November 13, 1997, to request
funding from the City of Ramsey toward the construction of the Anoka Aquatic Center, which
replaces the Charles Horn Pool. The request is for $12,000 over three years and would provide
Ramsey residents with "residential" status at the new facility for this three-year period only.
Similar requests have been made to the City of Andover which has approved participation at a
level of $4,000. The Park and Recreation Commission recommended approval of this request,
contingent on the funds not reducing the Capital Improvements Program. Mr. Norman pointed
out that the funds could be allocated from existing revenues in the Lawful Gambling Fund and
explained that expenditures from this fund are to be used exclusively for recreation, community
and athletic facilities.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to approve the
funding request in the amount of $4,000 for 1998, 1999 and 2000, to be paid to the City of
Anoka for the Aquatic Center from the Lawful Gambling Fund and to direct the City Attorney to
make a determination on how an "agreement" should be handled.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas Steffen and
Zimmerman. Voting No: None.

Case #10:

Adopt Ordinance Amendment Chapter 9.11.02 Subdivision 12, Ramsey City
Code Accessory Buildings

An ordinance was introduced at the February 24, 1998 Council meeting, amending Chapter
9.11.02, Subdivision 12 (Accessory Buildings) of the City Code to allow metal accessory
structures on properties two acres and greater in size, and add design standards for accessory
structures on parcels two to five acres in size.
