condition of this segment is 5 or better, and an overlay is premature. It should be delayed until
the pavement condition reaches a 4. Delete the portion of 153rd Avenue from T.H. #47 to a
point 1,000 feet east of the intersection. Although the pavement rating condition is less than a 4
on this roadway segment, a portion will be redone in conjunction with the T.H. #47 project, and
it is anticipated that watermain and sewer will be extended within this portion of roadway in
conjunction with the 1999 T.H. #47 project.

Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to direct staff
to modify the 1998 Street Maintenance Program and assessment rolls, consistent with the
deletions.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Zimmerman and Beahen. Voting
No: None. Absent: Councilmembers Beyer and Haas Steffen.

5) 149th Avenue Traffic Calming (Improvement Project #98-15)

City Engineer Jankowski noted that this issue was discussed during the Citizen Input portion of
the meeting. With regard to 149th Avenue traffic calming, City Council had ordered a feasibility
study for a cul-de-sac. Staff needed to know where the cul-de-sac would be placed in order to do
that feasibility study. At the Road and Bridge Committee meeting, the neighborhood suggested a
diagonal diverter at Uranimite and 149th Lane. He explained how that would move the traffic.
It would solve the cut-through traffic from going down Uranimite but 149th Avenue traffic will
likely go down 150th Lane. He recommended not to order anything until the whole
neighborhood is informed of what's being proposed.

Mayor Gamec thought that, in general, people seemed happy with the diagonal diverter proposal.

Councilmember Zimmerman commented that from the input Council received tonight, it seemed
people needed to know what scenario would cost money, what would be assessed, etc. He felt
there's questions to get answered before action should be taken. He felt that Council needs to
know where everyone stands on 149th issues.

Consensus of the Council was to place a resolution on the next Council meeting receiving a
feasibility study and scheduling a public hearing for a cul-de-sac at Uranimite and 149th Avenue
and also a temporary and permanent barder (horseshoe or diagonal diverters).

Case #8: Report from Finance Committee

1) Authorize Contract with CompuCom to Perform Audit of Computer System

City Administrator Norman stated that staff is requesting authorization to enter into an agreement
with CompuCom to conduct an audit of the City's computer system and to determine what is
needed to update our system. It could be completed within two weeks and the cost will not
exceed $3,800.

Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to authorize
the City Administrator to enter into a contract with CompuCom to do an audit of the City's
computer system and make recommendations about a system upgrade, at a cost not to exceed
$3,800.

City Council/April 28, 1998
