Case #7: Report from Road and Bridge <br /> <br />City Engineer Jankowski reported that the Road and Bridge Committee conducted a meeting on <br />Tuesday, April 21, 1998, and discussed five cases. <br /> <br />1) Request for Three-Way Stop at 142nd Lane and Tungsten Street <br /> <br />Mr. Jankowski stated that staff reviewed the situation at 142nd Lane and Tungsten Street and <br />recommended a stop sign for northbound Tungsten and eastbound 142nd, however, the <br />recommendation of the Road and Bridge Committee was to propose a three-way stop as <br />requested by the residents. He noted that the reason staff was recommending anything at all be <br />done was because of a limited site distance. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Zimmerman to place a three-way <br />stop at 142nd and Tungsten. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman and Beahen. Voting <br />No: None. Absent: Councilmembers Beyer and Haas Steffen. <br /> <br />2) Update on T.H. #47 STP Project (Improvement Project #98-14) <br /> <br />City Engineer Jankowski reported there is a public hearing scheduled for Monday, May 4, 1998, <br />relating to the T.H. #47 STP Project. The heating will be an open-house type with <br />representatives present from MnDOT and the consulting firm the City just hired. People will be <br />able to come anytime between 5:00 p.m. and 8:00 p.m. to look at the preliminary plans and <br />comment. They will also have 30 days atler the hearing to submit comment. A second public <br />hearing will be conducted in August. <br /> <br />3) Update on C.R. #116 (Improvement Project #97-25) <br /> <br />Mr. Jankowski stated that, with regard to the extension of C.R. #116, the City is providing right- <br />of-way and has initiated actions to address wetland mitigation which has been determined to be <br />unavoidable. At the present time, the City has adopted an eminent domain resolution for the <br />right-of-way and land required for wetland mitigation. Appraisals have been completed and <br />Attorney Goodrich is negotiating the right-of-entry. <br /> <br />4) Update on 1998 Street Maintenance Program <br /> <br />Mr. Jankowski reminded the Council that the street maintenance program public hearing was <br />held back in February with the projects scheduled for approval on May 12. A number of <br />concems were raised on the necessity of bituminous overlays. Councilmember Zimmerman and <br />Mr. Jankowski reviewed the projects recommended for bituminous overlay which was #98-09, <br />#98-10, #98-11 and #98-12. Projects 09 through 11 will proceed as proposed in the feasibility <br />study, however, staff is recommending modification to #98-12 as follows: Delete the portion of <br />153rd Avenue between C.S.A.H. #5 and T.H. #47. This segment was deemed to have a <br />pavement condition rating of 4 to 5, which represents threshold ratings between recommending <br />sealcoating and overlay. Since a portion of this segment will be reconstructed in conjunction <br />with the T.H. //47 project in 1999, it is prudent to delay work until that project is completed. <br />Delete the portion of 155th Avenue between Variolite and C.R. #56.
