Avenue NW, east of St. Francis Boulevard NW. The plat is a minor subdivision for which no <br />public hearing is required. In 1989, Mr. Gobematz gave two of his four children a 2.5 acre lot <br />from the then 40 acre homestead. In 1990, the minimum lot size north of Trott Brook was <br />increased from 2.5 acres to 10 acres. Now Mr. Gobernatz is proposing to replat his homestead <br />into a 30 acre parcel for himself and two 2.5 acre lots for the remaining two children. All three <br />lots meet the 200 footage on public road requirement and the Anoka County surveyor's office is <br />recommending that the wetland on the southern portion be dedicated as utility and drainage <br />easement, with the exception of the existing driveway onto T.H. #47, and all right of access <br />adjacent to T.H. #47 should be dedicated to the State. The plan will be going to the Park and <br />Recreation Commission for determination on the park dedication on June l lth. Ms. Frolik <br />advised that the Planning Commission and City Staff recommend final plat approval contingent <br />upon compliance with the City Staff review letter dated June 3, 1998, and the recommendations <br />of the Park and Recreation Commission. <br /> <br />Mayor Gamec asked if there is a problem in that the Council needs to ratify the park action. <br /> <br />Ms. Frolik stated Staff recommends proceeding with a contingency. <br /> <br />City Attorney Goodrich explained it would give the responsibility of determining the park fee to <br />the Park Commission. <br /> <br />Councilmember Haas Steffen noted that Staff is supposing they know what the action of the Park <br />Commission will be and asked what the park dedication amount will be. <br /> <br />Ms. Frolik advised it is $650 per new lot created, no more no less. <br /> <br />Councilmember Haas Steffen asked what else they could do. <br /> <br />Ms. Frolik stated they could consider a combination of cash and land. <br /> <br />Councilmember Haas Steffen stated she supports requiting a park dedication fee rather than land. <br /> <br />Mayor Gamec stated the way the Park plan is set up, there are no parks designated for that area <br />so they have been taking cash. <br /> <br />Bob Lonfield, 5751 - 177th Avenue NW, asked if water drainage will be extended across the cul- <br />de-sac toward his property. Mayor Gamec explained that no one can drain more water toward <br />another property than is currently draining. <br /> <br />Mr. Lonfield stated he would like some reassurance should the culvert become plugged and alter <br />his property. <br /> <br />City Engineer Jankowski stated when this road was paved there was a culvert placed fi:om the <br />south to the north side to a low area which is on Mr. Lonfield's property.
