However, the Planning Commission should not get involved in Charter issues and should only <br />discuss planning issues. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to direct the <br />Planning Commission to conduct a public hearing and formulate a recommendation regarding <br />the request for a MUSA boundary modification as requested by Dolphin Real Estate Partnership. <br /> <br />Motion Carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen, and <br />Councilmember Zimmerman. Voting No: None. <br /> <br />Mayor Gamec declared a recess at 9:00 p.m. The meeting was reconvened at 9:11 p.m. <br /> <br />Case #8: Old Town Hall Rehabilitation <br /> <br />City Manager Norman explained that during the Council work session held on June 2, 1998, the <br />Council decided that prior to consideration of how to finance the remainder of the Old Town Hall <br />rehabilitation project, a determination should be made as to the location of the Old Town Hall. A <br />formal determination of whether the facility would remain in its current site or be moved to a <br />yet-to-be determined site has yet to be resolved. The options available to the City Council are <br />allowing the facility to remain on its original site and making the necessary site improvements or <br />moving the facility to a site which would complement its historical significance, and remm the <br />grant funding to the Minnesota Historical Society. Once the determination has been made as to <br />the location of the Old Town Hall, staff would develop budget options for Council consideration <br />and research the uses allowed under the Historical Society Grant funding. <br /> <br />Mayor Gamec stated this was discussed at a work session and indicated that this is the only <br />public historical site in the City so maybe it should stay where it is. <br /> <br />Mr. Norman agreed this has been discussed previously but before budgeting, formal Council <br />action is needed to determine the location of the building. <br /> <br />Councilmember Beahen indicated that she would like to see it stay in its current location. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to determine <br />that the building will remain in its present location. <br /> <br />Further discussion: Councilmember Beyer stated that while she will vote in support of the <br />motion she would prefer to have the building relocated to a place that would be more safe for <br />children and provide adequate parking. Councilmember Haas Steffen explained that relocating <br />to a new site could provide for a larger lot with parking and a garden, etc. But when you <br />consider this is the only public building in Ramsey that is eligible to be on the State and National <br />Historical Registry, then you need to leave the building in this location. She supported using this <br />building in such a way as to attract the public and children and keep the history of the City. <br />Councilmember Zimmerman asked if the City would be obligated to spend tax money on the <br />building once it is determined if it should stay and asked how much has been spent so far.
