stated the former administrator had indicated that it could cost over $100,000 to get the building <br />in shape and he would oppose that type of expenditure of tax dollars. Councilmember <br />Zimmerman stated that this may be a good project for a group to undertake but as for Ramsey tax <br />dollars, he is not sure. Councilmember Haas Steffen pointed out that residents would not have to <br />be the only contributor since there is the possibility of grant funds if the building is under the <br />ownership of the City of Ramsey which undergoes an annual audit. She indicated there are <br />grants available to help with renovation and suggested staff talk to Dale Winch of Anoka County <br />regarding the letter of understanding passed while she served on the County Board which deals <br />with buildings the County supported to go on the National and State Historical Registry. <br />Councilmember Haas Steffen stated that she would like to learn if there is any obligation on the <br />County of Anoka. She pointed out this would also be tax payers dollars but that is who pays to <br />keep historical buildings. Councilmember Zimmerman made comments about the <br />Anoka/Champlin bridge which is also a historical feature. <br /> <br />Motion Carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, and Beyer. <br />Voting No: Councilmember Zimmerman. <br /> <br />Case#9: Adopt Ordinance Extending the Term of the Residential Development <br /> Moratorium of Sensitive Areas <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Ordinance #98-07 extending the moratorium on the rezoning and subdividing of land on certain <br />parcels of land within the City of Ramsey, Anoka County, Minnesota. <br /> <br />Further discussion: City Attorney Goodrich explained that there may have been a <br />miscommunication in that Attachment A identifying parcels to remain within the moratorium <br />includes properties which have never been within the moratorium, are zoned as commercial, and <br />are within the MUSA. But the proposed ordinance cannot add additional properties. <br />Councilmember Haas Steffen stated part of the amendment last week was to include properties <br />that had never been included in the moratorium. City Attorney Goodrich stated it was not his <br />understanding that new properties were being included in the moratorium but he understood that <br />it was only including properties that had already been included in the previous moratorium. <br />Councilmember Haas Steffen stated she understands the issue with the "sensitive" properties is <br />that the planners had questions on how something should get classified and they still have those <br />questions. City Attorney Goodrich stated this is correct. He stated it is not a significant number <br />of parcels added but that cannot be done by this ordinance tonight and would require another <br />ordinance to be introduced. Councilmember Haas Steffen stated that the ordinance introduced <br />two weeks ago included those added properties. City Attorney Goodrich clarified that the <br />ordinance introduced two weeks ago was to release properties, not add additional properties. He <br />advised the ordinance being considered tonight will not add any new properties that were not <br />included in the previous moratorium. Then staff will provide a new ordinance to add those <br />sensitive properties. Councilmember Haas Steffen called the question on the motion on the floor <br />to release properties and extend the moratorium. <br /> <br />Motion Carried.
