Case #10: Request for Selection of Site for Senior Housing Development Project <br /> <br />Mayor Gamec noted this has been previously discussed and five potential sites were identified. <br /> <br />City Administrator Norman stated the site selection was narrowed from the original five down to <br />two sites and the Committee recommended that the senior housing project be developed on one <br />of the two preferred sites; the property formerly known as the Laws property and the property <br />located on the most westerly section of River's Bend Park. <br /> <br />Councilmember Haas Steffen stated she spent a lot of time looking at these sites and traffic <br />issues and the Chamber of Commerce and businesses are concerned about traffic congestion so <br />she supports the Laws property. Also, it was given to the City for use as park property. She <br />noted the area used for sledding which could contain smaller and bigger hills and stated safety <br />issues would have to be addressed to cover the pump. Councilmember Haas Steffen indicated <br />support to use the Laws site as long as there is not a problem with the water tower. Also, since <br />County Road 5 needs to be rebuilt and sewer needs to be run across the road, the City could look <br />at having a walkway under the road so seniors could get to a trail on the other side to use the <br />church, the City Hall, or a community center, if constructed in the future. <br /> <br />Councilmember Zimmerman commented this would lose a valuable commercial comer but he <br />has no strong opinion either way and the businesses in the shopping center would probably be <br />hesitant about adding more traffic. <br /> <br />Councilmember Haas Steffen stated she would like to protect the businesses the City has as <br />much as possible. <br /> <br />Mr. Norman stated he met with Art Raudio and Rick Foster who indicated they would have <br />interest and will request an option on utilizing that Laws property for housing. <br /> <br />Mayor Gamec stated he sees advantages and disadvantages with both sites but the Laws property <br />does get out of the heavy traffic pattern, provides a second access point, and would remove <br />congestion that could occur in the other area. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to identify the <br />property formerly known as the Laws 3.9 acre property for senior housing development and <br />direct staff consideration of the water tower, HRA funding for a walkway under the road, and <br />refer this recommendation to the Anoka County HRA. <br /> <br />Motion Carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen, and <br />Zimmerman.
