Councilmember Haas Steffen wondered if Ramsey's Code should be looking at different <br />standards for different areas of the City. <br /> <br />Attorney Goodrich responded that Council is now taking issues on a case by case basis <br />but is suggesting development of different performance standards for different areas of <br />the City, based on the conditions of the neighborhood. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #98-06~ 133 adopting Findings of Fact #0460 relating to a request from Phillip <br />and Frances Teetzel for a conditional use permit for a private dog kennel to maintain <br />more than two adult dogs on a parcel of property. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and <br />Beahen. Voting No: Councilmember Zimmerman. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #98-06-134 approving the issuance of a conditional use permit based on <br />Findings of Fact #0460 and declaring terms of permit for a private dog kennel to maintain <br />more than two dogs on a parcel of land. This motion includes amending Condition #4 to <br />reference Section 5.09, subdivision 18 of the City Code (Dogs disturbing the peace). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, and <br />Beahen. Voting No: Councilmember Zimmerman. <br /> <br />Case #9: Acquisition of Site for Proposed Senior Housing Development Project <br /> <br />Mayor Gamec reported that a meeting has been held with the Anoka County Housing <br />Redevelopment Authority (HRA). Ramsey presented a proposed senior housing project <br />of 50 units to be developed on the Laws property. The HRA is drawing up the plans and <br />the City is working on the acquisition of that land. <br /> <br />City Administrator Norman stated that the City needs to begin making efforts to gain <br />control of the property and the resolution presented to Council is to authorize staff to <br />work on the acquisition of the land. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt <br />Resolution #98-06-135 authorizing acquisition of real property (Laws) for public senior <br />housing purposes. <br /> <br />Further discussion: Councilmember Haas Steffen stated that we left it up to Dennis Berg <br />to talk to Burns Township about participating in the senior housing project. July 19 had <br />been set as "D-Day" for joining in on it. We will probably get requests to serve Burns <br />Township residents but they would not have any priority over any other community if <br />they do not assist with the funding.
