gone with Bums but that she really would like them to have priority if they want to buy
in.

Consensus of Council was that staff should contact County Commissioner Berg to
determine if he wishes to be the communicator to Bums Township regarding the
proposed senior housing project. If he would prefer the conversation come from the City
of Ramsey directly, staff should then compose a letter regarding the subject.

Case #10:

Introduce Ordinance to Establish Development Moratorium on
Certain Parcels within the Metropolitan Urban Service Area

Zoning Administrator Frolik stated that on June 9, Council extended the development
moratorium another six months, but only on certain parcels that are land use sensitive
with respect to the current comprehensive plan amendment efforts. These parcels are
generally located outside the Metropolitan Urban Services Area (MUSA). She explained
that at that same meeting, it was brought to Council's attention that there are certain other
parcels currently located within the MUSA that are not subject to the original moratorium
ordinance nor any of its subsequent extensions. However, as we get closer to formulating
a new future land use plan for the 2020 Comprehensive Plan, it has become apparent that
these additional parcels should also be considered land use sensitive. It is very likely that
the zoning on these sites may change as a result of the new land use plan.

Following review of the areas recommended by staff, Councilmember Zimmerman
commented that this looks like more residential and he expressed concern about a
shortage of industrial property.

Ms. Frolik pointed out that we have nearly exhausted our residential property.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to
introduce an ordinance to establish a moratorium on the development of certain parcels of
land located in the City ofRamsey, Anoka County, Minnesota.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer,
Beahen and Zimmerman. Voting No: None.

Mayor Gamec recessed the regular City Council meeting at 8:56 p.m.

Mayor Gamec called the regular City Council meeting back to order at 9:04 p.m.

Case#11: Request for Final Plat Approval of Registered Land Survey for
Sunwood Drive Right-of-Way

City Attorney Goodrich stated that when the City settled its land issues with Waste
Management of Minnesota, Inc., (WMMI) we acquired right-of-way for the future
extension of Sunwood Drive across various parcels owned by WMMI between C.R. #116

City Council/June 23, 1998
